Naval combat: The system will focus on 2 of the main stats Accuracy and Speed, but also focus on 2 of the hidden stats being Tracking and reaction. The naval combat system also highlights the Occupational stat "Navigation."
Speed: The time it takes you to complete an action within combat, I.E. Dropping the sails, Raising anchor, Arming the cannons. Speed also governs the speed that the fired cannon is traveling. Each action takes an entire post to complete, when reaching speed markers of 100, 200, so forth. You'll be able to complete more actions aboard the ship within battle posts.
Tracking: used to detect ships, at a distance in feet. During storms visibility may become poor, RPC's can use this stat in order to locate enemies or friends through these harsh storms.
Accuracy: main stat for cannon (+25, +50, +75 novice intermediate advanced cannons) dial integration can only be done to novice cannons, buggy balls only fired from advanced cannons,
Navigation: Ships Speed, and overall maneuverability. When comparing the speed of a Person vs. the Speed of a ship. Take the Ship Captain's Navigation stat and multiply it by 10.
Reaction: The determiner for which RPC's can react to the ever changing current, but also how near/far they can detect enemy attack. Reaction in feet is how close an RPC can detect incoming perils.

Canons 101:
With that being said, ship battle will focus on the inner mechanics of real life naval combat. Meaning, it'll be the role of the RPC's to prep the ship for battle. Within 17th century weaponry cannons were the most devastating and complex form of weaponry. IN ORDER TO FIRE A CANNON SUCCESSFULLY. Specified actions must be completed in a sequence.
1. Prep the cannon.
2. Arm the cannon
3. Fire the cannon
Each of these actions takes [1] complete post in order to accomplish. Once an RPC's speed reaches a certain marker they'll be able to move quicker around the ship. Thus preforming more actions in a single post cycle.

Sailing 101:
Ships are pretty linear vessels, that basically travel in a straight line. There isn't a whole bunch of options you have when it comes to maneuvering. However there is one thing that RPC's are completely in control of and that is their speed. A boat's speed is governed by the wind behind their sails. Dropping all of your sails will bring the boat to it's Top speed. Raising half of those sails will bring the sails to Half-Speed (Navigation divided by 2) finally raising all of your sails will bring the vessel to a Dead Stop, doing nothing but floating across the sea.
Just as stated above, Transitions of speed will take [1] complete post in order to accomplish, Naval vessels are in no way shape or form little, therefore sails may prove themselves to be rather difficult to manage for a small crew. It will take the combine effort of [2] crew members to man the sails for a ship at PESKY LEVEL (Implying we are using RD's pesky, average, and large classifications.) It will take the combine effort of [3] crew members to man the sails for a ship at AVERAGE LEVEL. (Could potentially be 4) It will take the combine effort of [5] crew members to man the sails for a ship at LARGE LEVEL. [6] crew members to man the sails for a ship at BRIG LEVEL, [7] crew members to man the sails for a ship at WARSHIP LEVEL, [8] crew members to man the sails for a ship at GALLEON LEVEL.

Ship Defense and Coating:
Within the world coating ships seems to be the primary defense for ships. Many materials can be used to coat a ship from Wood to Seastone.
Coating can be done in select shipyards. South Blue, Jaya, Water 7, Sabody Archpealsaso, Fishmen Island.... (I chose this locations because Luffy couldn't have made it there without some form of coating, in one way or another)
Coating is not an simple task, the more advance the coating the more costly the procedure, Coating also takes time, you can't rush good craftsmen ship.
Starting off with prices for procedures.
Extra Wood Coating: The ship is lined with an additional layer of wooden panels, used to absorb some of the damage caused by the harsh sea life. +100 ship durability. - 250,000 beli, 12 hour wait time
Metal Plate Coating: Covering the frail wooden exterior of the ship with a shiny sturdy metal wrap the ship gets an additional +250 durability. While the ship becomes notability tougher the time it takes to complete the job increases by 24 hours. - 500,000 beli
Wapolmetal Coating: Special kind of metal discovered by Wapol, the metals mysterious properties allow it or absorb damage at a much higher rate then common metals. It is exclusively found in South Blue's Black Drum Kingdom. It adds and additional +400 to the ships durability. and takes a full 48 hour period to equip. - 2,500,000 beli
Bubble Coating: A Special kind of coating that allows the vessel to submerge in deep water with no submerging equipment, Not much is known about the coating aside from the fact that is only available at Sabody Archipelago and Fishmen Island. +0 durability to the ship and it takes 60 minutes to complete the job. - 1,000,000 beli
A ship with dial integrated weaponry/ armor cannot be coated!
