Senshi: Sailor Hydor, Senshi of Mesocyclones

Main Color: Dark Blue
Secondary Color: Grey?
(Accents can have a yellowy-tinge, if it goes?)

(I'm not really 100% clear on his uniform, these are mostly just ideas!)

Collar -- A normal sailor collar!
Bow -- There are two strips of fabric hanging from his brooch, presumably the tied ends of the sailor collar. He doesn't have a back bow, but he does have a sash around his waist.
Bodice -- His bodice is long-sleeved, slightly off-white. Nothing too elaborate at the first stage
Sleeves -- Long sleeves.
Brooch -- CC
Bottoms -- Pants for him!
Tiara -- CC
Choker -- CC
Shoes -- Maybe they could resemble work boots?
Gloves -- CC
Accessories -- He wears glasses in his civilian form. It'd be cool if some form of eyewear made it into his senshi outfit too, whether it be glasses or a visor of some kind. Other than that, CC if you can think of anything else that goes!

Attacks:
Sailor Scout Attack: Whirling Protection!
Hydor throws an arm in the air, and either lowers it towards himself, or lowers it towards an ally. Either himself or an ally finds themselves surrounded by a Wall Cloud. They are essentially in the "eye," protected from the enemy in a calm area as they are more difficult to see or reach. When an enemy approaches, or the target approaches an enemy, the enemy will find themselves buffetted by moderate winds that are circling around the cloud. The target cannot actively attack for the duration of this buff.
Uses: 2 uses per battle

Super Sailor Scout Attack: Whirling Wrath!
Hydor throws both arms into the air, and either lowers them towards himself, or lowers them towards an ally. Either himself or an ally finds themselves surrounded by a Wall Cloud. They are protected from the enemy as they are more difficult to see or reach. Any enemy approaching the target will find that they are buffetted by strong circular winds, making the target much harder to reach. In addition, the target can move around and swing out at others in an attempt to knock them back. Any movements from the target will be accompanied by strong gusts of wind.
Uses: 2 uses per battle
Duration: 30 seconds
Range: Localized

Eternal Sailor Attack: Hydor's Cyclone!
Hydor whirls a finger above his head and points it at an enemy. This enemy will find themselves entrapped in a mesocyclone. It's humid, rainy, and a bit chillier than it was. The pressure within the mesocyclone is rather low, resulting in the enemy feeling effects that people may feel associated with severely low pressure, especially after a rapid drop -- headaches, joint pain, lowered blood pressure. The enemy can attempt to exit the cyclone, but the clouds around them rotate rapidly due to strong gusts, making it difficult to escape. Anyone else in a close radius near them will also find themselves trapped within the cyclone.

Range: 10ft radius
