Physical Description:
5'10" with dark hair, tanned skin, and gold eyes, Rio is a handsome young man in good physical shape, but more importantly, with a ready smile. He has tattoos under his eyes that he got during a visit to Tillek, a decision that seemed like a good idea at the time, though he didn't anticipate just how much it would hurt. It was totally worth the end result, he looks that much more exotic and dashing now, but he's probably done getting tattoos.
Personality:
Rio may have the appearance and bearing of a dashing rogue, but he is not a rogue at all. Every compliment is as genuine as it is freely given, and every flirtation has real feeling and interest behind it: it is never a game, for he truly just loves everyone. Or he would like to, anyway. It's a nice thought. He does love most people, though, unless given a reason not to. He is exceedingly courteous - chivalrous, even - in his interactions, and while he may joke and tease, it's always in good-natured fun. He reads people well, and can tailor his interactions to suit what they might need or like, but it's thoughtfulness rather than acting. He thrives around people, loves to give attention every bit as much as he likes to get it, and isn't used to being alone for any real length of time. He's been lucky enough never to know isolation, but if he ever did, he would be absolutely miserable. He needs people.
He loves to be helpful, and will do (or try to do) anything for anyone. He almost needs to, in order to feel validated; life is just so much better and more fulfilling when there are other people in it, and they're happy. He will take care of others long before he'll take care of himself, so sometimes he needs a reminder that he should be on the list as well. While he'll help readily, he's not likely to ask for help, as he wouldn't want to trouble anyone. As he is so happy to help out, he can be easy to take advantage of, and there's a good chance he won't even mind. And if someone's crying? That's it, he can't take it, he'll do anything and everything he can to soothe them or solve their problems.
Rio is very comfortable with himself, lending to an easy, natural confidence that never quite touches on arrogance. He doesn't think of himself as inherently better than anyone else, and sees every person as equally deserving of the opportunity to be who they are and make of themselves what they will. If they take that opportunity and use it to hurt or exploit others, though...that's a problem. he has no tolerance for people who intentionally hurt others, whether physically or emotionally, or who knowingly undertake a course of action that will harm or endanger anyone. He's a big proponent of 'you do you,' but also 'you get what you deserve.'
He's not, however, completely black-and-white in his morality; there is plenty of space for gray. For instance, thievery doesn't bother him, as long as the person being stolen from can 'afford' it, and it's actually an impressive skill when done well (not that he would do it himself, but he can admire the technique!). So-called little things like that, or cheating at cards, or running a small-scale con, don't usually register as horrible things to him, as long as no one is losing anything vital, being injured or abused, or getting their heart broken. He does know how to fight, as it's a valuable skill to have, but he's never been the brawling sort, though he will step up to defend someone if need be.
As much as he enjoys looking good, and will indulge in fine clothing and accessories if he has the marks to spare, Rio's not especially fussy about his appearance; if all he has time to do is roll out of bed and put pants on, that's fine. If he gets dirty, that's fine, too. He might be a touch disappointed if something is ruined, but he'll shrug and be over it in no time. Things are ultimately just things, even if they are nice things. The only time he might truly be upset is if what was ruined or lost was a gift.
While he is one to gamble occasionally, he never goes anywhere near wher fights. He can't abide watching another living creature suffer, and the people who actually enjoy it - and profit from it - are among the worst kinds of people in his book. He wants nothing to do with them. For similar reasons, he hates being anywhere near Nabol.

History:
Born in Nabol to a young mother who couldn't afford to take care of him, Rio was lucky not to end up in the mines. Instead, he was taken in by Traders passing through, and while he knows he wasn't born to anyone in the caravan, he doesn't know where he was born or to whom. He isn't the only one from the group with a nebulous background, orphans and misfits and assorted other 'rescues' who were adopted into a large, travelling family. Over the years, he's been from the Northern Continent to the Southern, and most recently to the Western, and he's loved every moment of it. He's spent time in various Holds and occasionally Crafthalls, enough to pick up a little bit of this here and a little bit there, but he's developed no particular skill in any particular Craft. The closest he comes is having a knack for cooking and a way with runnerbeasts, though neither is something he's ever been seriously tempted to sit still and pursue formally.
Because while he's not averse to sitting still in and of itself, travelling is just so fun; not just because of what he gets to see, but the wide variety of experiences he gains and all the people he meets along the way. He's had some adventures, and even a few misadventures, but nothing especially harrowing. He's lost money in Bitra, had an overindulgent night here and there and not remembered exactly how he got to where he woke up, almost fell overboard once (or twice), and has enjoyed himself the whole way through. He had no worries at all, really, not even bandits or felines or wild whers. They were possibilities - realities, even - but just a part of life, to be dealt with when they cropped up but not to be fretted over in advance. That was why the caravan included wher- and sometimes felinehandlers, after all, and the occasional dragon. And the one time they did get robbed, one of the bandits was actually quite lovely...
At any rate, all was well in his world until Thread fell. They weren't anywhere near the initial Fall, but it's been a constant worry ever since, and one that's made the life of a Trader a lot less carefree. To make it worse, there's nothing he can do to help, and that drives him to distraction. So, when spending some time in Western Hold, he encountered a dragon and rider and found himself Searched, he agreed to go. And hey, he'd visited Weyrs before and already appreciated their sort of lifestyle, so if he's going to sit and stay somewhere indefinitely, a Weyr seems like the right sort of place. Whether or not he Impresses, he's certain to find ways to enjoy himself and be useful.
