This sector is located in the back of the main city that makes up the mist village. It is considered the slums by most and the Uchiha name doesn't sit well with any of the villagers and they are looked down upon as outcasts. But since the Mizukage is an Uchiha he constructed this sector for his Uchiha bretheren.
