It was only once they had gotten Piypite’s and Wardite’s injuries treated and that Leucite had settled in to write up the report of what had happened. He had submitted the report,along with a meeting request to the Queen, and had been hearted by her swift reply. He had arrived at her office at the appointed time, had respectfully knocked and entered when told to do so. He remembered his last meeting with the Queen, and wished that today’s meeting shared the same tenor as the first. Sadly, he knew it did not, as this was a result of a sudden change in enemy movements. “My Queen,” Leucite said after centering himself in front of her desk, facing her and dropping to a knee, fist on chest, eyes downcast to the foor. “Thank you for meeting with me on such short notice, your beneficence knows no bounds.” He rose slowly, pulling two copies of his report from his coat, placing one on her desk and keeping the other in hand. “I wish that I could go over this report and offer a… optimistic view of things, but I find myself unable to do so.”

Laurelite was busy at work in her office but she wasted no time in greeting the General. She looked up when he arrived and he immediately had her full attention. “You don’t need to thank me,” she said simply. “I trust that anything so urgent warrants a quick response. Besides, you’ve never let me down before, General. I don’t anticipate you would utilize my time for anything frivolous.” She reached to accept his report and skimmed a few lines suspiciously before glancing up at him. “You must excuse me for a moment while I read this. My eyes are more tired than I care to admit.” She gestured for him to take a seat if such was his desire and leaned back in her own chair. She read faster than she gave herself credit for; she was silent, impassive, and then finally lowered the paper. “This is a problem.” She debated for a moment longer and then shrugged. “I will speak with the General Sovereigns. I am in favor of your recommendations, for the most part. Working to get this information out is priority, we need to make sure we are prepared and know what to look for. I don’t want any of our agents blindsided.”

Though she invited him to sit, Leucite did not take the offered chair - at least - not yet. But, he did rise to his feet, and stand between both chairs. There was decorum to this - and if there was anything that Leucite prided himself on it was his ability to do decorum and protocol and hold himself to a higher standard than was expected. Because, if he did, then he could expect at least adherence to the most basic of standards from his subordinates - which he did. Most of them adhered to them. There were a two that did not - and he was working to rectify that problem with as little fuss as possible. Which was not a subject he was going to bring up with the Queen. They were his problem - he'd deal with it. He allowed himself to stand at parade rest - not going fully at ease. When she spoke, he nodded his head dutifully, heartened to hear his recommendations would at least be taken into consideration - he acknowledged in favor to mean that she approved to some degree, he was not so vain as to thing she agreed with him entirely. "I understand that these recommendations will be difficult to enact in some cases," he said, bowing his head respectfully as he spoke. "I again, offer my services as best as I am able to assist in ensuring that any of the recommendations you chose to turn into policy are done with minimal disruption to operations." "As I stated in my report - I do not wish to sound alarmist - but the wand device is worrisome, as is the teleportation," He said, his tone one of concerned trepidation. "As I stated in the report - I do not know what the wand device is used for. It could have been a ruse but I didn't dare risk direct confrontation. Captain Stibnite's weapon has the benefit of range - and thus I was inclined to observe from what felt a safe distance on the off chance it was some sort of weapon." "This wand could also have been the focal point for the teleportation - but again, without further observation - or live intelligence - I couldn't say for certain, and it is that uncertainty that troubles me, if I am to be frank," he added darkly. "I worry that there is a potential for a second attack on Negaspace - though I would be loathe to admit the possibility being anything more than astronomically small. No, it is more likely they will use this new ability to strike softer targets - provided they have the means to gather any sort of intel on their own." Which he was doubtful of - if he was going to be honest, and with the Queen, one is always honest. "But, if they are starting to unify - if they are starting to form a hierarchical structure, then we have an actual insurgency on our hands. Insurgencies are difficult to stamp out once they grow to a sufficient mass - and I know we've been having a hell of enough trouble stamping out the White Moon presence as it is with our current numbers and methods." Nobody liked the word failure - or mistakes - especially the Negaverse - failure and mistakes were punishable offenses - VERY punishable offenses. But Leucite was getting the feeling that they weren't LEARNING from their mistakes and failures like they should be. "With all due respect, my Queen, I feel that we need to change tack on our current course of actions. If the White Moon is changing how they operate, then we too - need to shift our own methods accordingly. I highlighted some changes in my recommended course of action - but we may need to focus our efforts on ensuring that our forces are all trained for full scale combat. While the chances are slim that they would risk another full scale attack - if they manage to perfect whatever it is that allows them to teleport - it has the potential to bring small groups of surgical strikes to hit soft targets. We could lose operations to this... It could kill our energy and star seed quotas..." He let out a small sigh. "I would like to suggest that we start putting a focus on mobilization - of ensuring that all of our officers are in contact with their chain of command. That we have a solid squad system set up so that people know where to go if a crisis does indeed strike. Be that through drills - or Combat Exercises - or Wargames. I can draft up a proposal for anything you deem fit, my Queen." He bowed his head again his respect as he finished.

Laurelite contemplated silently, but she did not seem so keen to jump into immediate action. “We need more information on the matter before we introduce new policies,” she finally said. “I would like this information thoroughly investigated. Spreading information through our numbers is important, everyone should be made aware of any possible threats, but we should not treat this as a catastrophe until we know it is such.” She glanced over the report still, rereading the parts that concerned her most. “I fully encourage you to prepare a public version of this report to share your experiences, and am I certainly fine with you establishing combat exercises. I strongly recommend we find out as much as we can about all of this. We need to find out what they can do, and who knows about this. I trust the Senshi won’t have any true structure to threaten us just yet, but I don’t like them showing any new, undocumented abilities. I’d rather some of our more capable agents do what they can to gather more information.” She shifted positions and began tapping her nails atop the desk slowly, thoughtfully. “All Generals should be keeping tabs on their Captains and Lieutenants, and all Captains should be overseeing the operations of their Lieutenants in particular. We’ll stress the importance of keeping in contact between ranks. I was under the impression that our Captains and Generals were training the Lieutenants for combat, though. Have you noticed a lack of proficiency or any officers neglecting this task?”

"I will task Captain Stibnite to begin gathering reconnaissance as well, as these are senshi we have encountered before - it would be best to remain vigilant of their movements and see if we can gather more information on these new abilities," Leucite said with a small nod of his head. "I will draft up a proper public report and see that it gets circulated through the proper channels, I just wanted to ensure that it saw your desk first so that you are aware of all things." He kept a pin in his mind on her comment on him establishing combat exercises, he would probably be spending quite a bit of time in his office for the next few weeks to prepare something that would be suitable - but her next question threw him somewhat. "I'll be frank - there are names I could name," He said, his voice going flat. "Xenotime, being one. In fact, we had a physical spat recently - I did not submit a report on it as I felt she was perhaps not in a proper emotional state, given the subject at hand - but since you have asked, it would be remiss of me to not provide you with the particulars." (Translation - I was going to play nice and not stir up s**t, but lying to you would stir up the s**t even more - so I'm going to save my own a**.) "I'll be brief - the situation was as follows: I met Xenotime and one of her Captains while they were engaging in..." He stalled for a moment, trying to find a... proper... term for what he'd witnessed. "... fraternization. I brought up to Xenotime how she and I have a... differing in opinions on how one should handle their subordinates when it comes to discipline... As so far as she does not seem to believe this to be a necessity at all - an example being the corrupted senshi that is almost always by her side, the one who could stand to learn when to keep his mouth shut in front of his betters." Leucite said in a very flat tone. "The captain in question became disrespectful toward me, and I took it upon myself to render appropriate punishment to hopefully teach them to mind their manners when speaking to a superior officer. Xenotime took poorly to my demonstration - and proceeded to attempt to assault me - physically - with her weapon. I defended myself as per necessity and then teleported out at the earliest opening." He finished with a small nod. "As I said before - my goal was to not cause any trouble - or start any sort of issues. But, she is hardly the only general on my list that I feel is... lacking, if I may use the term loosely. They are my contemporaries, and it is hardly my place to pass judgement - but, if you were to ask me for my personal assessment, I would say that, the majority of our upper command are... frankly... ill equipped to the task presented." He finished, internally cringing at being so open with the Queen. But, she made it so EASY to talk openly - and he didn't dare hide anything from her. With the latter part of his story, Laurelite blinked. Her initial response was, perhaps, not as tactful as a Queen should be—a simple, “Oh,” as if she were too surprised to say anyting else. Truthfully, she did not know what she had been expecting, but that was not it. Still, she did not seem too surprised and nodded. She moved a few things on her desk around until she found a blank sheet of paper. Her hand moved quickly across the page, in an elaborate scrawl that seemed so very Laurelite. “I will have to keep my eye on that, then, thank you. If it’s any consolation, based on that information, I believe you were in the right to discipline the agent. Unfortunately, disrespect is breeding in our ranks. Xenotime is usually so thorough, I am surprised to hear that she would have an agent in her ranks that doesn’t know how to respect his superiors. Perhaps I have been inefficient myself for being so oblivious to it.” She didn’t seem like she had any intention of being too hard on herself; it was an emotionless claim, merely a possibility. If she had been negligent in any of her duties, she fully intend to resolve them. “Perhaps it would be most effective if you would supply this information on the Database. When you have time to spare, would you mind logging your issues of the agents in question so I can thoroughly review the situation? I check the Database regularly. Unfortunately, this duty,” she gestured to her desk, “Has kept me busier than my previous position. I am glad to serve Metallia to the best of my abilities, but the transition has required me to readjust how I manage my time. A difficult task, given years of habits that have built up. Any assistance you can provide is most welcome though, General. I would love your insight on our ranks.”
