What is the Seamarket? The Seamarket is a gathering place in the ocean for Nova to meet and trade. It would also strive to be a cultural center for Novae.What is this herd? This herd would essentially be for the people who run the Seamarket--the merchants who live there permanently, the guards, and the various other people that would keep a trading outpost or city alive.Where is the Seamarket? In the ocean--I'll figure this out later.

 The Seamarket is divided into four different organizations, each equally important and each involved in the running of the Seamarket. Each of these institutions has its own rank system and organizational headquarters.
The Ducal Family: the Ducal family consists of the Doge, the Dogessa, and the Dux. The Doge is the ruler of the Seamarket, but he or she relies on advice from the leaders of the other four organizations. In general, the Doge's office handles disputes that cannot be resolved by the Guilds or the Library, and writes the laws.
The Guilds: most of the ordinary people of the Seamarket belong to one of the Guilds. The guilds are economic groups, dedicated to the support of the Seamarket's guests and to its permanent residents. The guilds include merchants, traders, entertainers (such as storytellers, musicians, dancers, or actors), artists, innkeepers, and barkeeps.
The Marketguard: AKA the City Watch. They are the police of the Seamarket. They are expected to be able to fight in a pinch. The Marketguard is dedicated to the protection of the people and the enforcement of laws.
The Blue Library: a haven for scholars and a repository of knowledge of all kinds (especially regarding Nova culture and history), the Blue Librarians are dedicated to the education of all people, the gathering of knowledge, and the preservation of culture. They work together with members of the Guilds in gathering this knowledge and recording it all.
At the moment, there is no organized religion in the Seamarket, but this may change over time.
Doge: the ruler of the Seamarket. This title is gender-neutral. He or she is in charge of keeping the operation running.
Dogessa: the Doge's spouse. This title is also gender-neutral. He or she is in charge of...spousely stuff. The Dogessa does not currently have any duties.
Dux: the heir, either male or female.
All other members of the Doge's family are expected to get a job and do not hold a special rank or title.

Ranks:
Spokes-star: this is the highest rank in the guild. A spokes-star is elected from among the masters and mistresses of the guild and acts as the voice of the guild to the Doge.
Master/Mistress: masters and mistresses are considered to be highly competent and experienced members of their craft. They have special rights. I need to expand this.
Journeystars: stars in the later stages of training to be a master/mistress.
Apprentices: stars in the early stages of training to be a master/mistress.
The Guild of Merchants and Traders (GoMaT) consists of, well, of merchants and traders. "Merchant" is usually used to indicate a star who spends the majority of their time in the Seamarket, buying and selling with wandering stars and includes shopkeepers; "trader" is usually used to indicate a star who travels from place to place buying and selling their wares.
Not all traders encountered in the Seamarket are members of the herd itself--traders from other herds are welcome to visit and sell their wares. They do not need to be members of the guild to do so, though the guild has the right to blacklist troublesome foreigners.
The Guild of Entertainers and Hospicers (GoEaH) consists of entertainers as well as innkeepers and barkeeps ( "hospicers" ). Hospicers may also include nannies, nurses, doctors/healers, and day-cares. Basically, a hospicer in the Seamarket is a member of a service industry. Entertainers in the guild include musicians, singers, dancers, and storytellers, but also includes artists and poets.
It is likely that the Blue Library will develop a rivalry with this Guild, as it may consider doctors and artists to be better fits for a center of knowledge than for a Guild; members of either of those may choose which they prefer to join.

 The Marketguard is not an army, but a police force. They are charged with keeping order and upholding the law. That having been said, there is still danger all around, from bandits to wild animals. The Marketguard may therefore occasionally be dispatched to protect the populace from outside threats. Therefore, everyone in the Marketguard must be a competent fighter.
Once there are enough members (enough for a captain and a few guards), the guard will be divided into three watches, Day Watch, Evening Watch, and Night Watch, each with its own captain.
Obviously, what each watch will have to deal with will depend largely on roleplaying, but the Doge expects certain kinds of trouble at certain times of the day, and would like to concentrate certain types of people into certain watches. He hopes to work together with whoever will be Commander of the Guard to divide various people into different watches.
Ranks
Commander of the Guard: the highest-ranked member of the Marketguard, he or she is in charge of coordinating the guard and keeping it in order. The Commander of the Guard ranks evenly with a spokes-star and acts as the guard adviser to the Doge. In the case of a watch captain needing to be replaced (whether by retirement, death, or other circumstance), the commander will choose a new captain from among the available officers in all watches. In theory, this promotion will need to be approved by the Doge, but hopefully the Doge will trust the commander enough to not have to look over their shoulders.
Captain of the __ Watch: the highest-ranked member of a certain watch, he or she is in charge of coordinating their watch. Captains can promote members of their watch to officer status.
Officers: includes sergeants and corporals--these are experienced members of the Guard, potential candidates for the Watch.
Guards: the base level of the Marketguard.
Lance-constables: trainees in the Marketguard.
The Day Watch operates from shortly after sunup to the middle of the afternoon--from about 8 am to 4 pm. They may have to deal more with thefts, arguments, and attacks by hostile marine mammals--the Doge would like to concentrate the best negotiators and "people person"s into the Day Watch.
The Evening Watch operates from late afternoon to early morning, from about 4 pm to 12 midnight. Operating at dusk and into the late night, the Evening Watch will probably be more likely to encounter riots (should they occur), domestic disputes, and attacks by fish (such as sharks) and deep-sea creatures throughout their watch. As such, the Doge would like to concentrate the best fighters into the Evening Watch.
The Night Watch operates from midnight to about 8am, just after dawn, when they pass on their duties to the Day Watch. The Night Watch may not get a lot of star-related activity, as most people will probably be asleep at that time. However, the likelihood of wild animal attacks remains the same as for Evening Watch until about dawn, when the number of active sharks, squid, and other creatures begins to decrease. The Doge has no particular priorities for this Watch, but he suspects that it may need some good naturalists in its ranks as well as good fighters.

The cultural center of the Seamarket--the first Doge would like to make it into the cultural center of the ocean as well. This is to be a repository of learning and knowledge. It will be a society of geographers, explorers, historians, poets, philosophers, scientists...basically, it will be a cross between a university, a school, and a club with public lectures and storytelling contests and suchlike.
Head Librarian: the star in charge of keeping the Library in order and organizing events. He or she acts as the Library adviser to the Doge.
Librarian: one of the scholars who works at the Library.
Novice Librarian: full-time student who intends to become a Librarian or to move to another herd as a scholar there.

Genders
All sexes, genders, and sexual orientations are considered equal at the Seamarket.Races/BreedsBeing underwater, the Seamarket is a nova-only herd, but there is no stigma attached to hybrids or to alcors. They are considered to be just as Nova as the purebloods are.ColorationsAll colorations are considered equal.ReligionAll religions are currently legal in the Seamarket. But. The current Doge has strong opinions about religion, so the subject is important to him. However, he also recognizes that not all Novae worship the same gods as he does, and so he has resolved that he will not pass laws regarding religion--for now. If one religion or another proves to be troublesome, he may step in.Basically, all religions have a status. A religion's status determines how its worshipers will be treated in the Seamarket.Encouraged religions are the gods that the current Doge wishes people would take up, because he considers them to be good faiths. Welcomed religions are treated with a friendly hoof, but they aren't as popular with the Doge as other faiths are. Tolerated faiths are ones that are allowed, but are viewed with suspicion--maybe they don't match his philosophies, or maybe their worshipers have a bad reputation. Tolerated faiths should be careful not to raise too much of a fuss--if they make too much trouble, they will be banned. Members of banned faiths will be removed from the Seamarket by the Marketguard. Pisces, Cancer, Aquarius, Gemini, and Libra: the Doge prefers the worship of water-associated Signs above all others. However, he also has a strong attachment to air Signs, as he considers the air itself to be similar to water--not to mention the many Nova/winged breed hybrids.Leo: this Sign is in a bit of a grey area for the Doge. He believes that Leo is an Alcor, and thus is worthy of worship (as many Novae are alcors). However, he is naturally suspicious of a fire Sign.Pagan faiths: the Doge defines "pagan" as meaning "any worship of a deity besides the Signs."Scorpio: despite being a water sign, the Doge is highly suspicious of Scorpio. This Sign has a reputation of being associated with some very shady characters.Sagittarius, Aries, Taurus, Virgo, Capricorn: The Doge is naturally suspicious of the Signs of Fire and Earth.Learning, Education, and KnowledgeThese are highly encouraged. The Doge wants to encourage the growth of culture in the ocean, and believes that recording all Nova knowledge is the best way to start.Arts and Performing ArtsAlso highly encouraged! Same reason as above.ForeignersNot everyone in the Seamarket would be members of this herd--they would be traders from other herds and wanderers with no herds of their own.
