Hummm my thought was to literally reach out and message them.
Maybe just ask something like, "Hey did you know you are part of Supreme Alliance? You currently have 0 post. "
Then maybe say like we are cleaning house and removing old members who are inactive....idk I need advice on what to say but yeah...

Any idea on a timeline you were going to give them to get active? Since some people don't log in a lot, maybe 45-60 days?

Yeah something like that would be important. Although I've seen some that look like they have been in the guild for years with out posting e.e
