Long ago, there was a lone Shinobi known for using chakra-infused blood to assault his enemies. But as with all Shinobi known for anything, their name fell into legend, and then the legends themselves fell into obscurity. One hundred years ago, the legend resurfaced after a group of nine rogue shinobi uncovered a series of scrolls detailing his story.
One of the rogue shinobi was particularly ambitious and started experimenting with manipulating blood with chakra, but the manipulations were weak and not powerful enough to even be considered combat-applicable jutsu. In desperation, the shinobi turned from training to learn the techniques to medical enhancements. Using a stock of blood creation pills, the shinobi drained an amount of blood from his body equal to the amount his body could actually hold, then infused pure chakra into the pool he had gathered, then had it reinserted into his body by simultaneously draining his current blood out and transfusing the altered blood in.
The experiment was successful and the shinobi used his new found power to defeat several enemies who had been plaguing the takeover of their territory. Many of the other rogue shinobi envied this power, the power to manipulate your own blood with chakra, and attempted the same transfusion. There was overall success, with only two of the group succumbing to death via blood loss. In celebration, the men in the group went to a local tavern and found themselves each a woman to share a bed with, unintentionally getting five of the seven women pregnant. These women, upon showing signs of pregnancy, were kidnapped by the rogue shinobi and held captive until the children were born.
Shortly after the birthing of their children, all seven of the rogue shinobi became fatally ill. It turned out that while the infusion was successful, it created a mutation in the genetic coding of the blood. This mutation caused severe hypoxemia, a condition that restricts oxygen absorption into the circulatory system, to develop and each of the rogues succumbed to heart failure before any symptoms could even be diagnosed. This condition was born due to the method used to recreate the legendary abilities not being accurate to how the original shinobi developed these techniques, due in large part to the exact measures not having been recorded.
Free of their captors, the women returned to their small village in Tea Country, where they feared that their children would succumb to the same deaths, but of the five children, only one died. The rest, who were born with the mutation, were able to adapt to the hypoxemia. Instead of the condition evolving to it's more severe stages, through both medical treatment and genetic superiority, the mutation was suppressed to the point where the children only suffered from quickly becoming short of breath after doing the most simplest of activities such as playing, exercising, etc.
The three boys and one girl grew up to become shinobi, all discovering and using their control over their blood infused chakra to advance their careers quickly. But one day, a group of powerful shinobi, who had been planning a coup, attempted to recruit the children in order to strengthen their assault. Only one of the boys agreed, and the rest were chased out of the village under threat of immediate death.
The trio of members traveled for years until one of the boys and the girl were finally ready to settle into another village, but the other boy was not ready. They parted ways and the boy and the girl found themselves becoming members of the Village Hidden in the Rain where they started a family and created a clan that they named 'Ketsueki' after their unique ability.
Several years passed and several more children were born, evolving to adapt to the condition until there was a generation that did not need medical treatment to survive the hypoxemia. These children branched out until there was a presence of the clan in several villages, though much like the Hyuuga, they keep to themselves just enough to protect the secrets of their clan.
