I recently purchased a Pumperilla and I'd like some advice on what the best strategy for killing sycamortes and phantom sycamotes is.

Also, should I wait until level 50 to start killing off phantoms? What's the best way to kill them off?

imo killing the phantoms aren't worth it any level. My friend is having ok time killing trees with lvl 20 pumperilla.
