Noritaka did not go to the throne room when the would be usurper Shen made his speech. Just based on the order alone Nori knew his character and he didn't need to be in a room with him while he prattled on about what ever he wanted. His meeting spot and the order made it clear enough what he wanted, to take the place left bare for truthfully too long. But Shen was an over zealous whelp and he was not fit to even enter the throne room let alone crown himself emperor. But still all of this was... concerning.
He needed to talk with Commander Oni about hi see what his thought and feelings were. They couldn't let him take the throne of course, but how would they deal with him? he couldn't possibly be that be of a threat just a B'alam with a head full of hot air. But based on the number of B'alam heading towards the throne room to meet with him and to hear his words. It wasn't good. So Noritaka looked for Oni to get a second opinion, or maybe an order to kick this fool out of the tribe?
