For the past thirty odd years, Park Row has been ravaged by drugs, poverty, and organized crime. Originally a wholesome and upscale district, bustling with life and general commerce, this part of Old Gotham gradually became an epicenter for corruption and gang violence, falling into a state of dilapidation and disrepair over the decades.
If one were to look hard enough (not that many would), they might happen to stumble upon one of Slade's hideouts, muddled away within the cold, cement basement of an abandoned apartment building...

Slade sat comfortably with both arms crossed and his right leg resting over the knee of his left, encircled by a multitude of digital monitors and holographic readouts. The room would've been pitch-black and totally silent, were it not for the faint glow of various computer screens, and the soft, yet eerie hum that all of this technology was producing.
From Slade's computer, a large and intricate bundle of cables stretched across the room, running down through an open manhole in the floor and leading up to a series of outlets and plug-ins that were affixed to a metal panel in the wall, which had been busted open.
This provided a direct connection to Gotham's mainlines, allowing Slade to hack into the city's surveillance system effortlessly. The manhole itself could also be used to access the maintenance tunnels below, which eventually split off and separated into the Old Gotham Subway.
"Pause video logs one through six..."
Slade commanded the AI program's voice-recognition system with a calm, yet stern undertone. It would seem there was never a dull evening in Gotham, even without The Bat. First a small tangle between The Scarecrow and Nightwing, then a paradigm shift from Poison Ivy, and The Riddler casually watching everything unfold from nearby. Unless you count Arkham, it wasn't common to see 4 of Gotham's heavy hitters all in the same location. Slade knew something significant was at hand.
While reviewing the night's events via surveillance footage, a bright flash caught the corner of his eye; upon one of his numerous monitors, a blinking green question mark appeared at the center of the screen. With the press of a single key, Slade answered the call...
