You can jump right into any location, as long as it's not a private one (like the dormitories).

Actually I just realized I misspelled Dorms. That's what I was asking about. Do I post into one of the dorms that aren't full or do I need to talk with the ones in it already about joining it? The rules weren't clear about how to join a dorm.

You need to contact the creator through PM or quote beforehand if it's not full yet. If it is full, you cannot join.
