Obviously this is where out-of-character conversations go.

If you could decide on the details of a mission and who would partake, what do you believe would be interesting. Where they go, what they do, feel free to get creative. I want to make sure that the missions aren't solely created by myself.

Usually missions are carried out from predetermined locations with money from somewhere. Lets set some roots in places and shake some people down for our starting situation.
edit
also since its a big fancy organization that would also mean investigating local partners in each area.

Not quite sure what you mean.
investigate locations for the organization to collect and store intel and gather human resources or "assets"
assets are how you get like 50% of your tips when you start any investigation though in some fields they are called by other names

Not quite sure what you mean.
1. setup camp near problem areas and potential fuel for data consolidation.
2. collect, analyze, investigate
3. get a feel for a flow of the world and figure out what can be changed and who can help.
4. figure out whos willing or has no choice (assets)
5. execute plans then go back to step one
something like this

That's pretty systematic, though I meant something more specific and flexible, like a mission where they go and rescue hostages from Al-Taghyir terrorists, and then stating which agents may go, such as Ben-Ami, Morata, and Collins. Not too many details, since their needs to be some left to where writing may take it.

then I'd like to start with a small rumor to investigate.
A bullet from a warzone was found to match one used in new york city. It came from an outdated and unregistered model of gun once popular in an area a now defunct merc group used to operate in. The victim seemed to be an illegal alien that was somehow smuggled into the country. This person was last seen alive on a camera in Brazil.
something like this. I'd like to start with an investigation of something and set up some bases somewhere to investigate from.
I don't have anything specific but I would suggest starting with something that seems simple and forcing it to escalate quickly. Maybe two different missions lead two different teams on intersecting paths or something. I'm more of a "what can the mission accomplish for the story" than a "what is the mission" guy.

Well, I have a few ideas in mind. We will make our way up to IO, but for now, it's basically Hellfire Club or Al-Taghyir enemies, both of which have ties to the mysterious organization that will play a part in an investigation.
Hellfire Club: Perhaps a swift infiltration where agents impersonate VIPs and attend a secret auction of illegal contraband and proceed to use it as a means of seeking out the buyers after the auction and finding the source of it all. The source of the contraband is the story element here.
Al-Taghyir (Hostage Rescue): What I described earlier, a hostage situation where agents (not necessarily the ones I brought up for example) enter a building full of terrorists and rescue the hostages. It's not as simple as it seems (it never is). The hostages themselves are the story element.

I like both ideas. Fortunately there are many agents to use.
