Lineart: Winiko (normal or sea slug or koi or beta, CC) the default female for whatever lines you pick (unless you want to CC from horn options)
Colors: Like the ref

Ref Pics: Bone Flowers, biggest must are the colors and bone pattern, but creativeness is allowed, does not need to be a carbon copy. If you want more than two legs and or the tail to display bone markings, or go full on skeleton markings that is fine too. If you do go full of skelly, maybe add a tiny swirly-flowery bit on her rump, cutie mark style? If you wanted to do skull face marking and take the swirls up a notch that'd work too (and/or have 1 skelly leg and the swirls get crazy works too). As for edits, a little matching mohawk would be nice. The non Winiko bits (the scale on her shoulder, spines on her back and face scales at nose & eyebrow) can be left off (if so please incorporate the green into the marking gradient) or interpreted into the markings (ie eyeshadow, dapples, freckles, paint splotches, etc). If things end up a bit busy in her markings that's absolutely fine.

Edits: dragon type edits (ref is Eastern dragon based). I'll leave it CC if she is Western dragon or Eastern dragon.

Edits if Western dragon: dragon wings, draconic tail ending in a spade, horns can be pre-existing or custom depending what colorist thinks looks best, spinal ridge/spikes/plates going from base of skull to nearly the spade on tail, bald head with hairless body & hints of dragon scales (if this is too much let me know)

Edits if Eastern dragon: Basically a Wini version of Snailshell, for the feet default claws are fine (kin always have hooves so her Matope form is more Eastern dragon + deer hybrid) so whatever edits to get a match.

Melunha would be a Winiko with either slug or beta lines. Light and pastel colors mostly, white or cream base with lavender, pastel yellow and or orange and light pink or two, maybe some baby blue, a nice teal that's not too bright or light or dark, raspberry that's semi-dark or a semi-dark purple. All done in swirls and or stripes and or spots. Pattern should be busy and layered (ie stripes layered over spots with some swirly bits in there, or spots layered over thick stripes with bigger/smaller spots/stripes mixed in, that kinda thing).
