The 7th Division maintains peace between Seireitei and Rukongai. They make sure shinigami don’t go causing chaos in Seireitei, and are completely responsible for keeping Rukongai civil… or at least the areas closest to Seireitei. When souls have complaints/suggestions/questions/etc, whatever, they send is sent to the 7th Division where it is read, ignored, taken into consideration, and decided upon. They often act on their own, but also work with various other divisions.
Description of Division: The main part of the building is a dojo where members can come and train themselves and better their bodies. To better their minds they can go out to the back of the building and sit in the meditation garden where they can listen peacefully to the small stream and become more in touch with themselves.

The dusk cast everything in an orangish glow, as if the world were burning. The fading sun reflected like a ball of fire in Percy's glasses as he moved forward. He moved quickly, but with grace befitting his name. The Ellerose never appeared desperate. To do so is to show weakness. It was not weakness that Percy wanted to show now.
The Sakura garden came alive in the waning light, pink petals littering the path, softening his footfalls. Percy paused, admiring the beauty before him as if it were the first and last time he would see it. As if nothing else in the world existed. He took a deep breath, fragrant air, fresh and clean, filling his lungs. He released the air, steam rising into the crisp early-spring air. With a small smile, Percy continued his trek.
Without a thought towards where his feet were taking him, as if by some magic, Percy arrived at a simple wooden table, about knee height. A young, mousy-lookin girl sat behind it, legs tucked underneath her.
"I wish to request an audience with the captain, if it is not too much trouble. I'm afraid it is quite urgent. I wish to give him my report on the battle in the Northern Rukongai district. Thank you."
With that, Percy waited. He was constantly aware, if only in the peripheral of his mind, of the slight weight, and cool touch of the iron at his hip. Animus longed to be released, but Percy did not have that in mind. It would not do to prove his proficiency as a diplomat by blasting a friend, collegue, and mentor into oblivion. Percy was a diplomat, and his most powerful weapon was not the hand cannon at his hip, it was his mind, and his tongue, and both were honed and ready to strike.
After the clerk got up and nodded to Percy before going and delivering the message to the division head, Tetsuzaimon chuckled and got up from his seat to go meet with the messenger personally, feeling he owed Percy an audience on the personal level for his acts of bravery during the Rukongai invasion of the Jokaisho Pillar and the Hollow swarm that soon followed it.
The Captain of the Division after the weakening of the former head to that of a fox stepped forward from the chambers of the Captain to personally greet Percy from his return from the field of combat. "I suppose everything is contained and handled? The defense teams are on high alert, so I'd like to know that we can focus on other matters before-hand.", he said as he questioned the diplomat who had been one of the more capable members of the Division until this point. He had been keeping his eyes on Percy for a while now, and knew well the ambition that lingered in his heart and that he might be looking at his successor. Though his eyes were hidden behind his trade-mark shades and any inclination or suspicion were concealed behind his composed look as he addressed the Soul Reaper before him.

Percy smiled, a measured and deliberate move. He wore the mask of the diplomat now. He cleared his throat lightly.
"The Gillian-Class hollow has been destroyed. I saw to the matter myself. I have also enlisted the help of several of my contacts in the Northern Rukongai district. Several of the Yakuza gangs as well. they are assisting in the protection of civilians and the movement of the wounded. I fear we may not have seen the last of this."
Percy took a deep breath. Now was as good a time as any.
"Captain, I think now would be the time for the 7th Division to show that we have civilian welfare as our highest priority. The diplomatic backlash we could face otherwise is something we may not be prepared to deal with. We have enough problems without the citizens rioting and looting. I formally request the position of Vice Captain of the 7th division of the Gotei 13. I feel that with a highly-ranked 7th division shinigami out there protecting the people with his own hands, we could reinforce faith in our ability to help them, and keep them on our side."
Percy certainly reminded Tetsuzaimon of somebody he once knew in the past, though he knew nothing of his lineage to his late, great relative, who had once lead a special unit of the Soul Society and managed it's operation. Though after the last Quincy Blood War, and the elimination and incapacitation of several of those strong blades once had in the past, it was clear that Percy would be an ideal candidate for the position of Vice Captain. It would certainly take a load off his shoulders as far as everything else was concerned in regard to getting stronger without the irritations of constant diplomacy and paperwork. "You do make a solid point, and one I cannot argue against as I have not yet selected one to fill the role. Since you're the only one with the stones to step up for the job, and your performance in combat against a Gillian Class Hollow threat that took several of the Soul Society's finest to lay low... You're my Vice Captain, all right. Do Squad Seven proud and show unwavering strength as we bring Soul Society's defenses to what they were in it's peak.", he said with a grin before taking a drag of his cigarette, and he turned to walk back to his meditations. "First order of business is I would like you to meet with Second Squad's Lieutenant and work on gaining strength for when that Pillar opens up. We need all of the advance units ready, and a coordinated strike at the core of this issue, less the Hollow try to get an upper hand on us like they tried before.", He said with one last remark before leaving the rest to the clerk.
The clerk then pulled forth the badge of the Fukutaicho of the Seventh Division from her desk, and formally presented it to Percy with a bow of her head, upon his receiving of it, she would then return to her duties of making sure the captain's schedule was kept as free as possible to insure he would have plenty of time to train and prepare himself for the troubles to come.

"Thank you, Captain" Percy said, taking the badge in his hand. He sauluted and walked out of the division, affixing the pin to his lapel as he walked, going to the 2nd Division HQ
XXXRin entered the dojo, sliding the paper door aside and letting it clack against its frame. She was her with a purpose. The captains had been slow to mobilize and it had cost lives, lives that Rin believed had been entirely possible to save. That was unforgiveable to the normally placid woman, in retrobution she was here to take the captain's seat so it would not be repeated again. She knew the captain was here, she could sense it. However, she wasn't entirely sure of where. "Captain, I have come to report on the situation.." She said with a bow, her hair cascading down around her petite form.
"...And to take the seat. Please step down."

Squad Seven Captain: Tetsuzaemon Iba
Tetsuzaemon Iba, the Captain of the Seventh Division, stood up from his desk after being so abruptly greeted and challenged for his spot at the same time. The Soul Reaper adjusted his shades and grinned wide at Akagi. "Well well, and you think you can lead better huh? Maintain the laws and keep the peace?", he asked as if speaking to a family member, which was how he saw his seated officers. "You feel you're up to the task of wearing the heaviest piece of clothing in the Sereitei? The Haori off my back? Then prove it." The last words spoken seemed more aggressive and threatening as a hand reached for his zanpakuto. It seemed like this was about to become a physical confrontation.
"If you can show me your Bankai, I will step aside, otherwise, the punishment for your insolence will be demotion!", Captain Iba shouted as he drew his blade and swung downward. It was fast, but if Akagi had the skill and the power, defending one's self would not be a difficult feat. It seemed more like an attack to provoke a response, and the response desired was proof that Akagi had not just the will and drive to be the Captain of the Seventh Division, but also the power to back it up.
XXX"Yes. I will." Was Rin's response to the captain's interrogation, his friendly words becoming more aggressive. She heard the tell-tale shift in his weight as he reached for his zanpakuto, the sound of the blade clicking as it was released from its sheath, and his step forward as he began swinging it downward. He wanted her to show him her bankai? So be it. "I am sorry captain."
"Benzaiten. Tranquility."
The words left her, echoing as a tear streamed down her cheek. The blade, as fast as he was, was parried; The blade deflected aside, the ringing of the steel is the last thing that captain Iba would hear if her bankai affected him. A vast lake, misty and calm, would stretch before him. The sound of lapping waves and rippling water echoing for miles. "I did not want it to come to this." She whispered as she dragged her blade across his mid-section, hoping to end this futile conflict early. Her blade clicks back into its ornate hilt as she waits, wondering what his next move will be.

Individuals of Rin's choice are rendered blind and deaf by this effect if their stamina is lower than her strength. This costs 8 SE to activate with 4 SE per post maintained and has a 2 post cool-down when deactivated. Appearance: The opponent loses sight of the battlefield and everyone else in it. When performed correctly, the victim feels an overwhelming sense of calm and hears the gentle lapping of waves. When she absolutely must shed blood, she seeks to end it as quickly as possible with as little pain as possible. This often means a quick decisive blow before the opponent can even react. When this art is performed correctly, Rin appears to be crying. Type: Passive Cost: --- Effect: Rin's first attack of any combat gains a passive increase of 15 to power and speed. Reiatsu Level used: 200 Name: Akagi Arts Rin style: Kanashī kiri Description: An art that focuses on sheathing one's blade. Not normally something that is practiced extensively, Rin believes that quickly sheathing her sword is testament to her need to prevent violence when at all possible. If only it never needed to be drawn. When performed correctly, the echo of a droplet of water hitting a small pool can be heard as mist fills the air around her. Type: cool-down reduction Cost: 5 SE Effect: Rin sheathes her blade at the end of an attack. This reduces the cool-down on all Akagi arts by 2 and reduces the clarity of opponents by -35 to her next attack if their intelligence is lower than her strength+5. Squad Seven Captain: Tetsuzaemon Iba
Tetsuzaemon blinked in surprise behind his shades at the sudden display of speed and power. The misty lake and the fluidity of this power was unlike anything he had in his own arsenal. Wordlessly releasing his own Shikai, the fan-like blade could only manage to reduce the aijutsu-like impact into a moderate cut against his torso which spurted blood suddenly as his body caught up with the sudden strike.
"A woman that strikes like a man... I can respect that.", her coughed up a little bit of blood. "Tell you what, you're more qualified to be Captain of this Squad than I am. Besides...I need to embark on a man's journey anyway.", he said as he tossed the blood-stained haori off to the ground and moved to walk off to Squad Four and then to attend to his duties as leader of the Shinigami Men's Association.
"Careful...I did tell you it's the heaviest thing you will ever wear...Captain Rin."
XXXRin bowed respectfully to the man as he threw the haori to the ground, relinquishing control on her bankai. Though she had wanted to refrain from actual combat, and perhaps misunderstood his intentions, she was blind. Despite that, she had been able to prove herself worthy of the captain's seat. "Thank you..Tetsuzaemonsan."
Gingerly, between a thumb and forefinger, she picked up the captain's haori; She was careful not to touch any damp spots on the sacred article of clothing knowing that they were likely blood. She would need to have this cleaned, or clean it herself, and she left for her own domicile to do just that. After, she would be leaving to help the other worlds with their problems.

He knocks on the door and respectfully waits. After a while, another division member walks by and sees him waiting. “Are you waiting to speak with the captain?” “Yes. I have been assigned as Vice Captain of this division, and was going to introduce myself to my commanding officer.” “Well, the captain left to train, so it may be a while.” The division member salutes Hida and then walks off. Hida picks up his stuff and heads to his new room and starts unpacking. After he finishes, he walks around the headquarters, familiarizing himself with it and introducing himself to the Shinigami in it, learning their names and such and filing the information away for later.

Sayuri would walk along the halls of the 7th Division, humming softly to herself. However, it seemed like she was looking for someone. She sighed, moving to go to the common area of the Headquarters until she stopped. There was someone new there. Perhaps someone that was just placed there?
The young woman slowly walked up and smiled lightly. "H-Hello." She stammered, looking at him with a gentle gaze. It was interesting to say, but this woman seemed rather doe like. Her eyes and demeanor seemed to mimic that of a timid young fawn that had just been left without it's mother to fend for itself in the forest. "I...I'm Sayuri. Third Seat of the Division.." she introduced herself lightly. "And...you are?"

He gives her a polite bow, then stands up fully. “I was looking for the Division Captain, but I just heard that she is out training currently. So I am familiarizing myself with the headquarters and people of the division while I wait for her to return so I can introduce myself and report for duty.”

Her pale face would then slowly start to turn red, as if the thought of the Captain caused it.
