A building that's called the Palace of Justice. Despite its name when Frollo was in control, it was not a place of justice but rather a place of fear, injustice, and tyranny, as Frollo rounded up gypsies and had them tortured to death in this dark place. After Frollo's demise it was transformed into more of a prison.
Despite his death, There seems to be a odd chill that will occasionally send a chill down ones spine as if it's former owner still resides in the palace.
