On the outskirts of Chicago an old factory--mostly destroyed in an accident with explosives, is left to rot and take up space. The city doesn't care enough to tear it down and no one lives (legally) around there so it hasn't yet been deemed an endangerment to people. It's been mostly looted of anything that may have survived the explosion all those years ago. The police stopped checking around there some time ago and now it's basically free to anyone who wishes to use it.
