An incredibly picky eater, it is very hard to say WHAT his favorite food is, as if he is asked if 'he would like' something, his usual answer is no. There is evidence to suggest that he does, in fact, eat something, if only because he is not dead.

Comics -
Victor likes to read comics in his free time. Considering he has a lot of free time, he reads a lot of comic books. He likes the idea of super heroes, of people who start small and become something stronger and better. He feels a strong bond with the characters in these stories, though he's too young to really understand why.
Fishing -
He likes to take a fishing rod that he made out of a stick and some string and he likes to go to the docks to fish. Not that he ever catches anything there, but it's a quiet, out of the way little spot. One day he hopes to go fishing for real, but the idea of going out on boats scares him, so he keeps his fascination with the whole thing secret, as he does with a lot of his personal life.
Scaring Himself -
Victor is aware that his nerves are not what they should be, and he is a bit of a coward. In fact, he is really aware of it, and gets down on himself for it all the time. When he's not keeping up appearances in front of others, then, he is trying to test his fear and push past it by doing things that scare him. Not... big things. Looking over tall edges, going into dark rooms without turning on the light. Little things that most people take for granted or don't notice, but always spark a little fear in Victor through the day to day.
Virtues:
Respectful -
Though Victor spends most of his time bullying other and acting like a brat, he is surprisingly respectful to his elders once he sees them as an authority in his life. The longer he is around someone, the more this becomes evident. His parents, then, have a hard time believing any reports of his behavior at school coming home to them. His teachers, as well, do not always see what he does to the students around him. They just see a student who is struggling in school, but trying his best to keep up with the rest of the students. How he is doing that, however, he tries not to show the adults. He doesn't want anyone disappointed in him. So, as far as adults go, he is polite and quiet, maybe a bit shy but he doesn't behave like a brat or bully.
Studious -
Victor studies very, very hard. It is his hope to be a good student, so what he lacks as a person (being brave and cunning) might not matter as much. He believes in his imagination and excels in his literary endeavors, though he has to apply himself a lot harder in the math and sciences. He is not what might be considered a smart kid: he works hard for average grades, and pines for better ones. School keeps him calm, and gives him something other than himself to focus on. He likes to learn, he's interested in the topics, the work. He even likes doing his homework.
Helpful -
Most of his behavioral issues are directed at children his own age, who he feels like he can't compete with, and is jealous of. His fears keep him from connecting with young people, but he does not have that issue with older ones. Adults, then, are people he looks up to and does his best to help. As such, he always volunteers to help them out, and offers his time in whatever way he can to filling his time with the company of adults. They are his safety net, and though most have no idea of the role they fill for him (save his parents and family, and some teachers), he tries to pay them back by being polite and as helpful as possible. The need to do it is genuine, though some of his peers might just think he's brown nosing or covering the 'real' him, the bully. Still, regardless of what they think, the fact remains that he genuinely likes to help.
Flaws:
Overcompensating -
Victor has learned that the best way for him to overcome his fear is to pretend its not there. To pretend he is tougher than everyone else in the room and nothing can hurt him. He shows no one his real emotions, and acts out when he's cornered. He is a bully to other children, obnoxious to adults that he feels are trying to scare him, and generally not the best student to have around in a classroom (or at least, out on the playground). He uses his size, which is formidable enough for someone his age, and his appearance to intimidate those around him into submission. He is only an act, though, in all of this. He does not take risks, he does not make friends. He isolates himself. It might be because knowing that others dislike him, are afraid of him, and stay away from him because of it is easier than letting people get closer, and hurt him.
Coward -
At the root of it, Victors behavioral problems can probably all be traced back to his lack of confidence in himself and the world around him. He is, simply, a scared child who doesn't know how to deal with everything. Or anything, really. He is plague by doubt and worry, and he sees the danger in all the things around him. There are monsters in the dark, and they definitely live under his bed, but he can't turn on a nightlight because he just knows someone is going to tease him for it. He doesn't want to grow up and be alone, and is too young yet to realize that he is creating a prophecy that he will inevitably fulfill if he doesn't get a little help. He's not a lost cause, he is trying, in private, to make himself stronger and braver, but it's a slow process. He will run away from serious problems, shut down or lash out when things are scaring him and his surface level defense tactics don't work well enough to defend him.
Insecure -
Whatever happens, Victor has a bad habit of bottling his real emotions up and taking them home with him, to the privacy of his room. He cries when he's alone, and he struggles with the way he behaves. He knows, really, that he should not be taking his aggression out on others, and he should not be the bully and brat that he is. He desperately wants others to like him, but he does not know how to show them that. He can't open himself to the idea of being rejected and teased, to turn into the kids that he bullies and humiliates himself. He feels like he is digging a deeper and deeper hole and he already can't climb out of it, though he is only beginning his informative years. He wants a chance to be normal, to be like everyone else, but his inability to share, to open up, keeps him struggling and stalling in the same cycle that makes him feel better and worse all at once.

Attacks:
Sailor Scout Attack: Feel My Fear
Cygnus creates a cloud of smoke that evaporates in the air. The area around him becomes infected with this gas, which makes a person's body react like it is experiencing a strong dose of fear. The effect radius is immediately around Cygnus, branching out to about five feet in any direction, and lingers in the air for ten seconds before it vanishes. If breathed in, the effects of the gas last for up to twenty seconds.
Super Sailor Scout Attack: Beware Your Fear
The magic, still dispensed in a gaseous state, becomes more dense and can linger in the air for a longer period of time. If breathed in, the effects are more potent than his first attack. The feeling of fear is accompanied by hallucinations (primarily of things the affected person fears), enough that they can be distracting in a battle, though the images themselves can not cause any bodily harm. The panic itself is the attack, the artificial feeling of stress on the body, the elevated heart rate and feeling like they are on the verge of a panic attack.
Eternal Sailor Attack: Made Into Night
Cygnus creates a shadow from his magic, and uses that to attack his opponent. It takes on a shape dependent on who he is fighting, and their fears, though it does not have any further magical capabilities. It is good for one physical attack that can slam into an enemy, wreathing them in darkness momentarily and, usually, sending them back by force. Once it makes contact it vanishes, though, and the shadow can't linger for longer than half a minute without making contact with something before it is dispersed.
