The front part of the old city's ruins, blocked off from the active city by a large wall. This is not easily accessible, as the only real entrance within the city itself that is known (and mostly only by those in the Voiceless) is behind The Raging Dragon. There are ways in from the outskirts, but not many know exactly where other than to fly over the walls surrounding the front ruins. The leader of The Voiceless has a way in from his home but not many even know where his house is. The only other path, other than through the serpents passage that's "within" the city, is to go through the old voiceless base which is underground, and not known to exist by many. Any who do know it exists, don't know where it is exactly.
Craith, the leader of The Voiceless (though this is not known by any other than his second in command and head of security) has slowly been trying to restore sections of the old ruins. He does this partially on his own, though at times with some help. He prefers to keep it quiet though so any help he brings in tends to be from outside of Reim. Any he brings in from other cities he chooses very carefully, for the sake of secrecy. Who else would be trying to rebuild the city other than the leader of the old gang? Any who knew about them in the past would know something was up, and with his face being connected to the person restoring the city, they may come to suspect him.
