One single skirt layer for basic, two skirt layers for super, three skirt layers for eternal. (Design from super on may vary and length may also vary.)
Tiara – This with a blue stone
Choker – Simple band choker with a spoon bowl cameo like this
Shoes -- Something like this pattern can vary

Attacks:

Sailor Scout Attack: Stirring the Kettle

When Tea calls this attack a large spoon appears in her hands and she beings to stir the air three times. When she finishes she points the spoon towards her target and the target suddenly finds that they are spinning around like they’re being stirred! This attack is easily dodged because the stirring motion creates a ‘whirlpool’ of energy and if the target is paying attention they can see it coming towards them. They can also knock Tea over and cause her to stop the stirring motion which breaks the attack! This attack lasts 10 seconds, and can be used twice.


Super Sailor Scout Attack: Stirring the Pot

When Tea calls this attack a large spoon appears in her hands and she beings to stir four times. When she finishes she points the spoon towards her target and the target suddenly finds that they are spinning around like they’re being stirred and is strong enough to knock them off balance! This attack is easily dodged because the stirring motion creates a ‘whirlpool’ of energy and if the target is paying attention they can see it coming towards them. They can also knock Tea over and cause her to stop the stirring motion which breaks the attack! This attack lasts 15 seconds and can be used twice during battle.



Eternal Sailor Attack: Stirring the Cauldron

When Tea calls this attack a large spoon appears in her hands and she beings to stir. However, unlike her previous two attacks this attack spins everyone around like they’re being stirred! This attack covers roughly a ten foot Radius, and Tea is in the middle of the whirlpool energy. This attack can be dodged by running outside of the energy whirlpool and easily stopped by knocking Tea off her feet. This attack otherwise lasts roughly 15 seconds and can be used once unless it’s a long battle.

Ahhh! Hah, well I gave it the old college try I wasn't sure if it was different enough I know we have an Ursa in the shop but I wasn't sure which constellation she was based on if Major or Minor. I would've liked to have used this when it was suggested but I completely understand; which is why I left the back up as an option.

I put in how many times she has to stir for the attacks - three for the first attack since it's weaker, four for the second, and I didn't add one for the final attack because she has to keep stirring so if the duration feels too long I can nerf that down a bit with it being physically 'stirring the pot' so to speak. Mainly it's when she gets tired (I thought 15 min might be good for this... if not I can fix it) or if someone manages to knock her over or stop her.

When I originally made this concept I was looking at existing chibi attacks and how their range was for the ones with AoE's there are a few that are a rather large area of effect. However, with her attacks being somewhat offensive and not status/healing/chance I can see where this would be somewhat iffy so if it's okay I moved it down to ten?
