Neo: "I can hear it now...why a Pokemon? Don't let Mewtwo's feline form fool you. Let's compare the two new combatants..."
1. Both are powerful psychics.
2. Both have been experimented on.
3. Both harbor alot of anger.
4. Both have been abused during their lives.
Neo: "From these basic personality traits we can see that they are not all that different from each other. So who would win in an all out battle between the two?"

Although Tetsuo's a lot more powerful than Mewtwo, the pokemon has a much better control over his powers, and is more experienced in actual combat. That, and he's fun to play in Super Smash Brothers Melee. Tetsuo could, however, overwhelm him with power alone and just blow up the world.
But then there'd be no air. Minor detail.

uhh thats a kinda random thing to talk about. i think that tetsuo would definately win, yea mewtwo is powerfull and has more experiance but get tetsuo angry enough and the pokemon will be annihaletd

Though Tetsuo might have a whole lot more raw power it's basically all about control when it comes to telepaths, and junk I'd wager. So I'd go with Mewtwo who is in a lot more control of his abilities... sweatdrop From what I've seen of the Akira movie anyways. That's all I know of since I ain't read the manga.
