What is the policy on a person learning Kaido? I know to have pre-existing Kaido skills in your profile, you have to be either 4th Division, or have been 4th Division for at least 100 years.
Is that 100 years reflective of how long it takes to learn Kaido, and we've decided to make it more difficult than normal Kido, or was that just a number chosen to limit the Kaido users initially, and training Kaido is the same as normal Kido?

the 100 years do not reflect how long it takes to learn Kaido. It's only there to limit the amount of users with Kaido at character creation stage. It's obtained like any other Kido spells.
I've seen way too many people justify their characters knowing EVERY ******** THING because they have an old character so I'm very wary of that.

Alright, thanks. I'm trying not to metagame it by having Shizuko learn everything, but I feel like a person who just had to char their stomach to keep from bleeding to death might have an interest in learning Kaido.

Um What exactly are the qualifications titles for shinigami lol
If you mean specializations there are zanjutsu specialists, I.E. swordsmen. Hakuda specialists, martial artists/hand-to-hand. There are kido specialists, which are sort of like magic users. There's hoho specialists, who specialize in speed.
Typically zanjutsu/hakuda go along with hoho. Or some RPCs only have a single speciality, like my own Noire whose specialty is going to be strictly kido. I say at most, people can specialize in two things. Though, I would ask Feiyimei what the rules are on specializations.

Qualifications are something new that was only recently added to the guild. It's for people who want to create custom spells and techniques only their character would know (private ones) or help others create such techniques. I have yet to come up with a way to earn more qualifications, but they are not the same thing as specialization though I need to figure out a way to link both of them together. Specialization is used during battle. If someone of same Reiatsu level fought with pure Kido against each other, the one specializing n Kido would have the upper hand.

At what point is any given character considered officially part of the plot? Like, take the former 12th Division Captain - he made very few posts before leaving, with almost no impact on anything that happened. He killed npc Hollows and that's it. Do we need to come up with a way for him to be killed off before allowing another one to take his place, or do we just ignore the fact that he existed?
I can definitely see both sides here - on one hand, you want to keep everything as coherent as possible, and would want to explain the Captain change. On the other, though, it is kind of a lot of work for very little payoff, seeing as it's unlikely he would be killed very easily, and it has the potential to give the high-level positions a very high and unrealistic turnover rate.

Actually as admitted in the turning back the pendulum part
(where Shinji and the others first became Vizards)
Shinji said as they were walking to a captain meeting that the captain rank was having a high turnover rate and then hundreds of years later they lose 3 more due to Aizen so it's not crazy to think that another incident happened to lose captains.
We could have him "promoted" into squad zero?

Hm - I'm hesitant about the Zero Division idea.
Anyway, but that's 3 Captains over a span of however long - this would mark like 3 Captains in close to a day (I heard something about the 7th Captain being open as well, and the 4th is being replaced), when there is no huge battle or anything. On top of that, what happens if we go ahead and say it isn't that huge of a turnover rate, and then more captains decide to go, making it like 5-6? That's almost half the Captains replaced in what would likely be a very short time span.

Well in the arc they lost squad 12, 5, 9, 7, and 3rd squad captains due to the Vizard incident. We just need a incident like that to justify so many high ranking officers going away.
We could have them meet tragic ends when Esmeralda's jail break occurs? Also we could use the squad zero thing on Squad 4 captain since a replacement has already been identified which just leaves 7,and 12.

Hmm... Alright, so I actually was planning on doing something like that with the 2nd Division NPC Captain to open it up for someone to take over - Shizuko is slated to become a vizard via infection, and goes crazy and kills people. Considering that both the Vizard and Esmeralda jailbreaks are likely to happen at the same time, this would work for me.
Anyway, this discussion has turned less about the question, and more about planning plot and such. I suggest we wait for a more official answer.

My suggestion: We claim they were lost in the Vizard attack.
I know for a fact that the previous twelfth division captain doesn't want to have his character 'killed' because he may re-use it in another guild, but I don't think that concerns the current guild too much. I'm still not sure what happened to the 4th division captain, he just stopped posting/communicating, but maybe not have them publicly killed in they want to come back? Or maybe they could pull a good old "HAH, YOU THOUGHT I WAS DEAD, NOPE. SUPRISE MODAFUKA!" trick if they really want to come back ~_~
But yeah, we could also say that they suddenly got super ill and needed to retire. Or just not mention them at all and let them fade into the background.
