Lock was done working with other people. They were all clueless ninnies and nobody was trying to figure anything out. He didn't want to surround himself with people who weren't striving towards the same goals as him.
The only way he figured he could find out more was via doing their dirty work and digging around.
He heard whispers of a mass reaping, but that was nothing unusual. There were a LOT of humans after all.

Now that he didn't have the ghouls with him, Lock found the delivery very quick and very efficient. Easy as cake.
