Unofficially dubbed the Commercial District of Western Rukongai, Hokutan is a busy place that are known to host many parades and festivities. Inhabitants of nearby districts often travel to Hokutan to shop and entertain themselves. Even if it is full of small shops and stands, Hokutan is still a district of Rukongai and living quarters of local Pluses can usually be found at the back of shops or boutiques.
