Personality: Oscar is quiet. Very quiet. It's a calculated sort of silence. He isn't shy by any stretch of the imagination, but he is a man of few words. Oscar isn't the type to start a conversation simply because he's bored. His words are spoken with great deliberation, almost as if they're worth their weight in gold. He doesn't say something unless he means it, and because of this most of the people he interacts with on a daily basis have learned to listen when he does talk.
Oscar is also very straightforward with both his words and actions. If he performs a nicety, it is because he has weighed his options and deemed it to be beneficial for him as well. He is not a man who shows kindness simply because it is the polite thing to do. Oscar likes to have people in his debt, and he isn't afraid to call on those who owe him a favor. Most of his interactions are with people he considers to be valuable to him, and if you hold no value to him (in one way or another), Oscar will not initiate any interaction.
Oscar likes to consider himself a gentleman, and in the public eye, most of the time he is. There is a darker, more malevolent side to the man that will rarely come into play; there is a small, brittle piece of him that enjoys the sight of something beautiful brought to heel. Sometimes this manifests in smaller ways; for example, taking pleasure in cutting a rose from its bush, effectively sentencing it to death - or listening to the song of the caged bird he keeps in his office. Other times it can manifest differently. Other times it is an uglier thing - but Oscar is very careful about who sees this darker side, and it isn't something he flaunts.
History:
Oscar has strange hobbies. He is very much a people watcher, and enjoys the softer, more tangible things in life. Pretty females, well-kept gardens, crisp-pressed suits, the weight of a fine watch on his wrist. He allows himself to enjoy the finer things simply because he's earned the right to do so. He's also quite the accomplished pugilist, which can be blamed for the slightest crook in his otherwise regal nose.
Oscar was not wealthy as a child. When he was a teen, he was lucky enough to catch the eye of an older noble. The woman, recently widowed (she'd married into money), took him in and taught him a vast array of things; the wolfish ruthlessness he has, for example. She passed away at the somewhat young age of forty, and people tittered about the fact that she left everything to Oscar. The phrase "murder" was not tossed around lightly, and Oscar will not speak on the subject.
These days Oscar keeps his pockets full by investing the money he does have into profitable endeavors. He owns quite a few tracts of land that he leases out to poor farmers. He owns a few housing developments in the poorer districts, as well. One might even call him a slumlord, despite the fact that he is not an unfair or corrupt businessman. He's totally a corrupt sort of man, and he is not afraid to "buy low, sell high" - or evict people if a better deal comes along. Or put a hit on someone, if it gets him what he wants.
