Searchriders are responsible for going to Holds and locating children and young men and women with the capacity to Impress a dragon. It is believed that it is important to give the hatchling dragons as wide a variety of candidates to choose from as possible and this is one reason for Searching rather than just relying on Weyrbrats. The other reason is that there simply aren't enough Weyrbrats to Impress all the dragons that hatch, especially during and leading up to Passes when clutches are large and frequent.
Searchrider duties are carried out in addition to a rider's other duties; a Searchrider can't sign themselves up on the rosta for a Search unless they have a rest day on that particular day. Searches are fairly frequent as there is usually one per turn in every moderately sized Hold in the territories (population 500 or so plus), and one per turn to a given group of smaller Holds who will gather together in one location for the event; overall this adds up! New candidates come in more or less weekly in small groups.
The requirements to become a Searchrider are simple; you must be aged 20 turns or more and have a clean service record. The more Seachriders there are the fewer times a turn each individual will go out Searching, but there is no maximum number of Searchriders in High Reaches. It is generally considered that variety in Search pairs is a good thing as different dragons will pick up on different potential candidates.
With the basic criteria satisfied a pair will be mentored on their first few Searches by an older search pair. It is believed by some that Search pairs tend to learn to pick out the kind of candidates that their mentors do, as it is from them they learn the 'template' of what an Impressable mind feels like. For this reason some argue that Searchers should have to learn from several different mentors, but at present this is not obligatory at High Reaches.
The skill of a Search pair is assessed on an ongoing basis; failing to pick up any candidates on a Search (unless it's a very small Hold) or having a very low Impression rate in candidates they have picked up will lead to a meeting with the Search Coordinator - an experienced Search pair chosen by agreement between the Headwoman and Candidatemaster - to discuss. If their performance remains poor a Search pair will be asked to step down.
When a candidate who was chosen by a given Searcher does Impress on the other hand that Searcher will be given a reward of 10 marks for a gold or bronze Impression, six marks for a brown, four for a blue and three for a green. This money comes out of the Weyr's central coffers.

You should only apply if your character would IC want to do the job; nobody is asked to become a Searchrider, you have to apply.
