The Citadel contains multiple docking bays for ships of all classes. Only ships with proper identification and legal registry may dock within the Citadel. This will also be asked of pilots that come within a certain proximity of the station by a customs representative.
A massive holding and storage area is located on the lower level of each docking bay where cargo can be retrieved or stored.
