Name: Ontō (怨刀 "The Blade of Resentment")
Type: Legacy
History: It has not been seen for a long time, only mere whispers through history have been heard. It has only recently come into the hands of Kuroki upon the very island he was found on as a child.
Description: A Jian with the blade on fire, the blade itself is not scorched or damaged by these flames. The flames are blue. The scabbard has seals upon it that stop the flames, and also to stop just anyone from taking the sword from it's scabbard.
Seals:
Special Barrier Seal on top of Special Fire Seal. Don't need Fuuinjutsu to unlock seals.
Damage:
Sheathed: 5 - 10 + 1.5x str. mod + 1-2 per 4 levels in Katana (or Jian) skill.
Unsheathed: 10 - 15 + 1.5x str mod + 1-2 per 4 levels in Katana (or Jian) skill + burned effect.
Range: Melee
Requirements: Strength 25, Charisma 30, Chakra 30. (Only because there is techniques that will go with it... the flames do not need the owner's chakra to survive.)
Acquisition:
It only appears to those with the life of unfair treatment. A life of one seeking a righteous cause.
To know ones self, to find their path.
Charisma DC: 30 20/20
Special:
No additional damage when sheathed.
Intimidate is increased by 10 when unsheathed.
Burned effect always, but no bleeding effect.
Dual Wield: Nope.
Owner: Kuroki.

The Sensibility Test:
Yeah, the history is vague... but honestly, it works when you seen the history of the character.

The Science Test:

The Canon Test:
Kiba. They are imbued with lightning chakra, and seems to only need the chakra of the user when they use techniques associated with the swords.

Balancing:
Good.


Now techniques...


Name: Storm of Fire (Karashi)
Description: Once Onto is unsheathed, the user can then quickly spin around and around while increasing the strength of the flames with their own chakra. The longer the technique goes, the bigger the vortex of flames gets. It can become quite a large spinning fireball, but the range isn't too big.
Rank: C
Cp Cost: 20 + 5 per turn held.
Attack Turns: 4
Reflex DC: 12 + Dex Mod
Damage: 15 - 40 + Chk mod + 1-2 per 3 ranks in Katana/Jian.
Requirements: Ontō, 25 Dexterity, 25 Chakra, 20 Ninjutsu.
Training: X stages.
Stage I: Dexterity DC 35 10/10 Practice the spinning movement without dizziness or fainting and gain great balance control.
Stage II: Chakra DC 35 10/10 Gradually boost the power of the flames with your chakra.
Stage III: Ninjutsu DC 30 10/10 Combine both and slowly gain perfect control.
Special:
After 2 turns or posts, the flames increase the temperature. Reflex DC is increased by 2 (from original reflect DC)
After 4 turns, Reflex DC is increased by 4 (from original reflect DC)
After 8 turns, Reflex DC is increased by 6 (from original reflect DC)
The heat can burn user after 8 turns.
Dodge Bonus is cut in half while spinning.
Damage to Wielder causes stopping of technique.

This seems a pretty straightforward concept for a Legacy Weapon, basically a big burning axe.

i understand the absence of bleeding from cauterization, and the burn effect from every slice. I'm not sure but given the weapon's nature I'd be tempted to put fire affinity as a must.

It's the jutsu I don't quite get. First of all, is it counted in attack turns or dice rolls? Do I understand that the wielder is helpless while spinning? Does causing damage to the wielder reset the technique? And you just put "3 ranks in ninjutsu" as damage, is it 1 per 3? And given the weapon's nature, shouldn't the damage boost be affected by weapon skill rather than ninjutsu?

I guess that works. Although I'd make this weapon have a skill category in itself, Legacy Weapon are supposed to be very unique in their style and workings so it shouldn't really fit with the same skill set as any other weapon.

I have to say though I'm not overly thrilled about the concept itself... If it wasn't for the higher than usual base damage, it could basically be a chakra metal jian wielded by a fire user and have pretty much the exact same effects and jutsu for a moderate to low chakra cost. You don't really need a Legacy Weapon for that...

Still, originality and implementation are not relevant questions in this part of the process (basically up to village heads who will decide if they want it in their village or not) and the weapon itself is balanced as is for a Legacy Weapon. I don't see any problem with it, so +1 (of course given that you polish the description and remove the question marks xd ). Still, I suggest you either go for a more original concept or work on an existing one from the series.

That's the thing, it shouldn't need Fire Affinity. Because it's already imbued with Fire Chakra. I am pretty sure the Kiba do not need the user to have Lightning Affinity. There was no mention of it needing to be so. It's actually different to Chakra Flow. That is why it should really cost less chakra to boost it's flames, since it runs on it's own chakra...

Though I suppose there is one problem... there is only techniques with Kiba in the anime, in the manga, there is no techniques... and I do not consider any anime or game only techniques as canon. But I was at least one technique to make it interesting. I might make another later, see how we go.

But really, fire affinity requirement just makes the point of the sword pointless. It burns from it's own source. Not the user as it's source...
