Okay, seeing as I was completely MIA the past week-ish, I figure I'll lay down a plot proposal and maybe we can get started.
You see, when Cadenza and I came up with the rock garden setting, we were kinda thinking of having Gemini and Libra be monarchs of two countries, and they plan on forming an alliance. The two would've chosen the ball to be when they would make the formal announcement that they're going to be joining forces, and the rock garden party room ball thing would be their way of celebrating.
I looked up the personality traits for Libra and Gemini, and according to that, both Libra and Gemini are indecisive and Gemini would be impatient. So I figure we could go that route and have the main conflict be that Libra starts to have second thoughts about the alliance and wants to wait a while longer and think things through a little more, while Gemini switches between agreeing to wait and wanting to just go ahead and announce it (ever-changing personalities and all that, y'know?).
And perhaps the climax could be that the two just get so fed up with each other that they call the whole thing off, and the guests would have to get them to reconcile?
Does anyone else have any other ideas?

I like the idea of the ball being a gathering to announce the joining of two kingdoms. However, in doing the kingdoms set up you have to factor in why the two kindgoms would be joining. ---Is it a wedding between the two royal families? ---Is it a mercant/trading benefit where it would open up immense trading and profit between the two? ---Are they both requiring more protection against a coming war? ---Or do they just both agree on the fact that all kingdoms should be united in order to bring peace to all the lands? I could personally see the wedding or eve of a war, where the bride/groom would get cold feet, or the one kingdom would fear the eventual backstabbing of the other two-faced kingdom. both kingdoms could be rather two faced in any of the sinerios.
Another idea I have thought of is that since Libra is considered the scales of justice or lady justice by a lot of people it could be a trial of some sorts, where the Gemini twins are going through a series of "trials" to win the ultimate favor of Libra, where the thing that requires gaians help is that both of the twins have somehow lost a major trial and they request the help of the gaians to convince Libra to give them a another chance to prove themselves. The trials could be things like a Trial of Valor, Trial of Virtue, Trial of Strength, and Trial of Truth, where if Libra gives them another chance it is a Trial of the Heart. Valor, Virtue, Strength, and Truth are in my opinion the 4 pillars of justice hence why I chose those as trials, but the heart says why one does something to begin with. It could also be that Gemini and Libra are holding the trials of Orion, Lynx, and Centaurus instead since Gemini is only played by one person. Or that Libra is holding the trials and Gemini is trying to sabotage the trials.

I like the idea of two kingdoms attempting to reach an agreement (with Gemini's theme of duality and Libra's theme of balance/justice, I think this general idea fits well). My only doubts is whether the conflict is strong enough to attract people and engage guests. If the conflict is based on Libra's and Gemini's thoughts alone, it might be a bit difficult to involve the guests all the way through.
Expanding upon Mishi's idea of a set of trials, perhaps there could be trials for the cohosts and the guests would be forced to side with either Gemini or Libra. Gemini and Libra can be strategists and/or just yelling at each other from a distance. The last trial could have Libra and Gemini fighting because the previous four came out to be a tie. To give an equal contribution to both constellations, maybe Libra could be the judge (because justice, fairness, y'know?) and Gemini could come up with the trials? And Libra came up with the original idea and themes? Or is this getting too complicated?
In the end, they could realize that they were more similar than they realized (well, I always thought Gemini and Libra were similar haha) and live in a justice-filled society happily ever after.
Another idea I had was Libra and Gemini arguing about the nature of the world. Libra would probably argue that everything could be split into black and white, right and wrong, whereas Gemini would say that the world is more nuanced than that (I looked up personality traits, and apparently Gemini people, being "twins", are better able to see both sides of an issue) . They could set trials for the guests and watch their behavior to prove that their model of the world and people is correct.

About the reason why the two kingdoms are uniting, I think it was discussed that the main plot might be a rising conflict/the beginnings of a war, something along those lines. I'm not too sure if we're still going that direction, but I think it'll be a good way to tie in the main plot with our own plot if we have the two kingdoms ally in preparations of the upcoming war.
But, if the main plot goes a different direction, we could always adjust. I would say hold back on the wedding idea, since I believe Eren and Raff are doing a wedding and I don't think it'll be a good idea to have two rooms getting married. xD We might be able to say that the Gemini's kingdom and Libra's have always had this conflict and Gemini and Libra have decided to dissolve past conflicts with the alliance? Maybe both kingdoms would be able to benefit the other, and they both decided it would be the most rational thing to do.
And of course, if we go that way to have the two kingdoms have past conflict, maybe the reason why they start to have doubts is because there was still a bit of bad blood between the two kingdoms.
And I do like the idea of the trials. Even if we don't go the direction that Mishi suggested, I think we can definitely add the trials in there somewhere. I think a major theme in the plot would be "balance", as Para pointed out. It'll be fun to play with that theme a little, even if we decide not to go this direction. (:

For my own reference, as far as I understood, the main plot is about a contest between the Zodiacs as to which TWO Zodiacs will be the leader. The contest this year is of popularity.
Taking that into account, perhaps a war isn't the most appropriate. Of course, Libra and Gemini will be allying in the contest, so we can have that instead. Like Spotted said, we can have them dissolving past conflicts - but then, there'd have to be a thing where they intentionally have activities to garner attention. Maybe there could be a party, but Libra could decide there was too much ruckus and hold trials for all of the guests? haha
I was actually going to post a thread for meetings last night, but I fell asleep. xD
But yes, I don't think the war is going to work anymore. I do like the alliance for popularity though, and dissolving the past conflicts could work. Like you know, when two people that hated each other make up, there's always (usually??) a big commotion.
Anyway, I'll get a thread out for meetings now, so we can start ASAP. (:

Well we know the main plot is a contest of popularity. My brain randomly went to a circus for some reason ... because who doesn't love a circus? You have balancing acts, acrobatics, knife throwing, clowns, animals of exotic origins, fire dancing, and any number of things that could be done .... unfortunately we don't have enough people to make a promising circus with just us ... plus it doesn't give a lot of room for rping what with having a captive audience and all.
But perhaps a party with circus like events in it ... especially magic ... we are after all celestial creatures.
