I took a look at the document and had quite the chuckle...

After going through the video and the document, my summary is that this woman has completely misunderstood this "document". It's not a secret and it's not even a proposed bill of any kind. It's kind of like a pre-plan.
The document is pretty old, even the presentation itself being from 2001. To get started on debunking this, I should bring up a memory from the olden days. Remember that movie where scientists shrunk themselves inside a sub to go inside a human to save his life? It was based on what could happen in the future, I believe, and was the speculation of what our technology will be like in the future.
We also wonder what we are capable of in the future. This old document was a discussion on what to plan against in the future.
( Like space battles and fighting against robots/cyborgs to exaggerate it. )
When the woman speaks about the document, some of the stuff she reads from it and says is inside of it is true. However, the way she presented it is completely and utterly false. It's not a war plan on the public, it's a document and discussion on what to possibly expect in the future war wise and what precautions can possibly be taken to counter it.

I don't wish to seem rude, so please do not misinterpret what I say as aggressive. Speculation is always wonderful and I want people to discuss and wonder in this guild. You find out more and share ideas. However, this conspiracy seems more like skewed information trying to be pushed by a paranoid conspiracy theorist and people who are misinformed that listen to it. Misinformation, quite honestly, is poison to the public and leads to ignorance which is the number one enemy to the human race. ( Exaggeration, I know, but I'm sure you understand my point on how important fact and truth is.)
