Personality: Her strengths include resourcefulness, the ability to be un-phased by many things, and a demeanor that unfailingly causes others to underestimate her, sometimes fatally. Her weaknesses include an aversion to being alone, drawing out kills to enjoy the victory, and potentially-hindered stealth due to her impractical clothing and piercings. Ebony’s greatest fear is not being special at all.
Biography: Ebony had a pampered life in District One. She was always training to be the best and craved attention, but she knew how to enjoy the most from life as well. As an only child born to the fashion designers Di and Tyuna Way, she spent lots of money on lavish clothing and combed archives to indulge in the most self-rewarding media. She was not as lazy as she looked, though her whiny appearance gave many of her classmates the impression that she was weak. Oops. Her favorite unconventional weapon is a taser, but her favorite of the types likely to appear in the games include throwing stars and short knives. Her sickest weapon is her teeth, surgically altered to look like fangs. Though they are not very efficient weapons, they can seriously throw an enemy off-guard. Many of the district citizens are not religious, but Ebony believes in magic.

Okay, I have to ask this. Are you trolling right now? This is a serious roleplay. I'm certain that you could come up with a better character. If you need help, feel free to ask me.
In case you are being serious, there's a few things I'd like you to change.
First off, Ebony is from District One, a district that's pretty well off. She would likely not have 23 entries. Instead, she would only have three. The extra entries only come from asking for tesserae. You get one extra entry per family member, so at her age and with her family, if Ebony were on tesserae, she would only have nine entries. However, since her parents are fashion designers, I doubt that she needs tesserae.
Secondly, it's great that she's a career tribute, but she would have just started her training. She's hardly lethal at this point. Even in the canon, Haymitch has stated that careers train until they're eighteen. Ebony is still four years off from that, and being from District One, I doubt that people wouldn't volunteer for her.
Lastly, in the image, you flat out state that she's a Mary Sue, not to mention she was a character created by someone else. I have read My Immortal, and you are copying this character. These are two of the things on my list of things that tell me that a character needs serious re-working. So please, try to come up with an actual character. This character just seems far too flat and honestly you'll probably end up hating playing her. Trust me, I've been there.
