Revolutionary base
After you passed the docks, you'll have to go on a pass that leads up to a dried up volcano. In the crater of the volcano there is a city, with houses for the revolutionary's to live in, and a great tower in the middle. In the top of that tower, there is the revolutionary leaders office and meeting room.
