They nominate the same shows every year until the show ends.
They don't like to nominate shows on the basic channels it seems.

Gotta give this baby time to grow I hope this is true, because I don't think there is anything more deserving than hannibal as a whole. I mean, i'm not just saying that because it's my favourite show. I'm saying it because it's beautifully made, the writing is spectacular, the acting is worthing or recognition. Next year better be our year.

No, I live in canada, very near the US border - like 30 minutes north of Minnesota. So all the places that they talk about in Red Dragon, and the show, about the Minnesota Shrike, I've been to most of them because we like to take mini vacations into the states to buy stuff. heehee.
