
Neutral City is one of the most peaceful cities in Occulas, and is the only capital within Occulas not ruled by one of the five guilds. The city is modern and humble, the denser areas having streets well lit at night, filled with brick homes and parks. Much of the city is surrounded by forest and fields, and is closely in league with Shard City because of it. There is very little violence here, however the New Magistrate does operate as the city's police force. The inhabitants of Neutral City are majority families, many of which used to, or desire to live in Non-magic Earth. It may be a coincidence that the NEE (Non-Magic Earth Embassy) is stationed here, the authoritative body that anyone wanting to live in Non-magic Earth has to negotiate with. There is no given belief system stationary in Neutral City, many of it's occupants are open minded or have some faiths from other areas of the world. All kinds of races can be found here, ranging from Humans, to Fae, or even Elementals to name the few more common here. The town is clean and thriving with cafés, shops and places to socialise. A school or two also tends to any youth in need of education. Many students here however attend Hope Academy to the North, owned by Neutral City and aimed at teaching students the foundations of fighting and preserving peace in their ability or skill of choice, as well as teaching mandatory subjects expected of them in the aged castle.
Neutral City is located west of Asmodius City and east of Shard. Up north is Zakernand and to the south is Dire Wood. The environment is largely made of fields and forests with many paths used for travel by horse or the odd vehicle here and there. A Zeppelin is common travel to anywhere important from Neutral City that can be got from the town centre. The wildlife is quite humble, deer, squirrels and rabbits being common in the firests, though occasionally a mouse problem can tear up the odd family or two who live in the outskirts of town. Farmland is probably the main cause, which takes up some portions of the outside landscape to feed teh town. The most likely predators around here is the odd dire wolf that may venture too far north from Dire Wood, usually the New Magistrate sort this problem out, or if there is a must more serious situation a Guardian available will sort the problem out.
Neutral City was founded not long after the Jewel War in 1412, following the original settlers who were outraged by what the guilds, providing peace, have brought upon the world. It was originally a city for those that wanted nothing to do with the guilds, and wanted their own piece of mind becoming an isolated city. Ten years later, Hope Academy was founded up north to serve as a means of protecting the city and bringing up young people to serve the city's people and needs. However over the few hundred years old traditions and grudges have been ironed-out, making the city a far more neutral and less biased city that it was, almost anyone allowed in, anyone allowed out, and has become the closest thing to living in Non-magic Earth.
