Due to the Mizukage's young age, and his somewhat teenage personality at times. At the center of Ikuru circle, stands the second largest structure in Kirigakure, aside from the Mizukage palace. Here lies Sugoi Jensei, the shinobi world's first nightlife complex. Until 7PM, the building is open to people of all ages. During that time, the building's first three floors are accessible. The first floor is the ground floor, which people come and relax. This is like a lobby, in which pickup and drop-off occurs. The second floor contains a large play-ground complex that stretches from the second floor through the roof to the third floor. These are the only floors available until 7PM. At 7PM, the second and third floor are shut-down, and the children are picked up, or kept in the waiting area of the lobby. The center now becomes only available from people within the ages of 14-18 (with a few exceptions), and the 3rd floor opens. The 3rd floor contains areas that people can relax in and socialize, while imported (and safe) hookahs are distributed and can be used. This area is very popular for the teenage crowd to hang-out and grab a bite to eat. Music is played in this area and until 12AM this lounge area also has dance floors for people if they please. At 12AM, everyone on the 3rd floor is escorted out and the 3rd floor is shut down. At 11PM, until 3AM, the 4th and 5th floor opens. This is for people who are at least 18 years of age, and these two floors become a massive dance hall. These two floors are surrounded by enormous glass windows that dome the top of the building, so the whole of Kiri can see the lights and people dancing. It is truly a wonderful place. The two floors are connected, in that the only ceiling is actually on the 5th floor, just that there are two layers of dance floors and bars, and other places for people to stand and dance. This is known to be the home of the Mizukage, with loud music and bright lights, this building is one of the Mizukage's greatest achievements.
