Alright, in deciding who will become the NEW HEAD CAPTAIN, the guild members have an option to chose how it will be done. There is a vote above that will be concluded on 7/15/2013, to help choose how it will be done.
Democracy refers to the idea that all of the captains will work together as a group, instead of having one solid and stoic leader. In this case, the leadership position of the Gotei will instead fall onto the head of EVERY SINGLE CAPTAIN.
The MAIN MOD VOTE option puts it into the hands of the people who helped create the guild itself, not the mods who do daily work. This means ,you are putting it in the hands of the people who come up with the plot. There are only three MAIN MODS, and they will be conducting a private conversation to decide who will be the next head captain. The choices of the Captains in this case, as well as th guild members, will have little to no weight, and instead it all decides on the three MOD's choices to decide.

it should be a democracy so that the people actually roleplaying do not need to wait for the Head Captain to post to make a move, so that they can easily make choices and decisions freely. of course, it will have to be a cumulative decision, but this option, like any government leaves the power to the people because was government not made "of the people, by the people, for the people" (Lincoln, Gettysburg Address)? And with these captain individuals, they can come up with choices that benefits them as a solitary group, as well as a cumulative group and actually speak their opinions about a topic, amirite?
it is for the best interest of the people, and not just a single boss man.
because, we all know that s**t comes up in our daily lives that we can't avoid, and obviously, it could happen to the appointed head captain, so what happens when the head captain is out and the people are in the middle of a meeting? They can't simply conduct it without them. This, the remaining captains would be able to discuss for themselves the best course of action.

I have to say I don't find either choice particularly appealing.
In my opinion, it should be a joint vote of each person who holds a captain position, and one among the three lead mods. If a consensus is reached that way, simple ending and we're done with the matter.
If the two votes result in differing opinions, then it would fall on the Guild Owner to be the tie breaker. I think that sounds reasonable, no? I know this isn't the place to suggest different options... but there's not really any other place to do so. Just giving my two cents on the matter is all.

This decision has been made already. We are leaving it up to every shinigami character to choose between the two options of what will happen. The reasoning is simple. Look at the cannon; the other captains had nothing to do with the choice of who became Head Captain, it was up to Central 46. In this case, we are giving an option, not to be fair by ANY means, for the people of the guild to choose whether it would be more similar to the cannon, or entirely different.

I picked democracy only because it aids flow of rp and that's the main reason people are here. And unrelated - I got a working keyboard, it's so nifty.
