Why do you believe that government covert operations are the primary barriers to peace?

Do you think Government officials intend to be so divided, a few years back the US wasn't so split like it is now. We have people that believe different things, so How do you get every belief represented with out some sort of authority in place.
Achieving world peace Method #1
Gather everyone in the world, come up with some rules to follow collectively Such as we will not kill unless permitted, steal... Essentially the Laws of the land. Kill all those that disagree, leaving only the obedient members. Eventually we will be in a state of total peace.
Reasons this may not work:
1) Is it still considered world peace if it was built on the blood of many who refuse to cooperate?
2) Those that agree to the rules, will they always agree to the rules?
Achieving World Peace Method #2
1) Determine what is considered a state of the world where we can say we are at peace
2) if this state does in fact exist, What is considered World peace, is it defined by our laws, our religion, our own upbringing, is it plato cave problem, where they real thing is beyond us, and we can never see it if we keep watching the shadows.
3) Decide it doesn't exist and continue destroying the planet until we are all dead.
