Rastian's been around the block a few times in his life, he's never going to believe everything he hears the first time someone says it. He's always got to question you or figure out why you believe something, no matter how normal or unbelievable it may be.
Humble
This boy's got a good looking body, a sharp mind, and can command an entire pack of Raptri without fail, but he won't be flaunting it. He feels that flaunting his abilities is ridiculous and can only make him look like an a**. Anyone who happens to think that they're better than everyone else will be met with high skepticism and irritation. |3
Responsible
Rastian derives his sense of self-worth from his ability to keep up with his chores and tasks. He likes to have a list of things to check off during the day and almost starts fuming when his schedule is interrupted! |3 But with obsessiveness aside, Rastian can complete tasks quickly, easily, and with little prompting or assistance. Personality:
Rastian's the sort of guy you'd see organizing a group of people or making sure that a particular job gets done the right way. He likes to be right in the middle of it all, watching the big picture form before him, while giving help and advice to others along the way. Though never one to boast or brag about how good of a job he's doing, he does like to set a good example for others that may want to follow in his footsteps one day, and makes a point to complete his tasks in a way that is respectable and practical.
Though he's normally a calm person, Rastian can be provoked by everyday annoyances, especially if they get in the way of completing a task he has been assigned. A giant rock blocking his path, a elderly man stopping him for a ramble, even the stupidest of Spitorogs standing in his way can cause him to stamp his feet and groan like an impatient child. He does try to tug this behavior inward as best he can, especially if he's taking to an elderly person, but if they task has any sort of time limit to it's name, he's out of there like a bat out of hell the second he has an open window.
Finally, Rastian is a very skeptical young man. He doesn't believe everything he hears, he has to see it for himself to believe it. If you were to tell him that you met a giant fish that gave you a gold ring, he'd think you were batshit. But, even if you said you found the ring on the ground about an hour ago, he'd still question you, and you'd have to take him right to where you found it in order for him to even begin to consider the integrity of your story. The basis of this comes from his adoptive father, a Wind Tribe man named Osha, who was a well known liar and thief who stole whatever he wanted with ease. After growing up with a cheerful kleptomaniac like that, Rastian has never once dared to go back to the days of fairy tales and innocence, and he never will.

History:
Rastian was born in Tale to a woman who didn't know what the hell to do with him. This woman, called Ita, sneaked out in the dark of night and made the long, tiring journey to Zena. There, she abandoned her newborn son upon the snow and left for home, without once looking back. Little Rastian cried and cried until a young man approached him and carried him into a cave. He didn't know it then, but this man was Zevian, his father, and his journey across Tendaji was far from over.
He wasn't with his father more than three months when he was given to a young man, named Osha, by his father. His father had just had another son, called Viveka, and could no longer bear to look upon the face of his first born. He felt ashamed that the face of something so precious could bring such unsettling emotions into his heart, and wished for his son to be loved by a father who would not look upon him in disdain. Osha, a wanderer from the Wind Tribe, promised that he and his partner, Moka, would look after Rastian as their own. They had just welcomed their second child, a boy named Natsu, into the world via a mutual friend who had agreed to be their surrogate. Zevian gave Rastian away to a family he was certain would be a perfect fit, and he would see him again when Viveka was older.
But not all things work out as planned, a lesson that Rastian learned all too early on in his life. Osha was a master thief who lied to everyone with his golden hair and his perfect blue eyes. Zevian hadn't known that Osha was on the run from his fellow tribesmen and wasn't going to bring his son home to a safe place. No, in fact, Osha had raced him straight past Sauti, through Tale, and finally stopped in Jauhar. There, he was raised among Shifters and the occasional Alkidike or two, until Osha felt it was safe to travel back home. Along the way, however, Osha was targeted by a group of hunters who recognized him and was separated from Rastian. Rastian managed to escape his adoptive father's capers and began to run towards Tale.
Rastian quickly learned to hate Tale for it's horrible heat and lack of proper water source. But the child had learned, from Osha, how to make do with all the land had to offer. He ate the grass, he slept close to the trees, and he made friends with as many animals as he could. Weeks turned into months, months turned into years, and little Rastian hardened himself and strove to survive in the harsh environment that was Tale. His heart kept pointing him towards what felt like a familiar village, somewhat like a home last to time, but fear kept him a good distance away from others. He felt that whatever was there would not accept him, and he should keep his pace as far away as possible.
Then, on his fourteenth birthday, a familiar voice called out to him. It was his adoptive father, Osha! He'd come back for him! He sprang forward and landed smack into the arms of his father, and knocked him over. He was so very happy, and relieved, to see him! But his happiness was short lived. Osha explained that he needed to leave Rastian in Sauti, where he could live with his grandfather, Fakih. He would take a short route to spend as much time with Rastian as possible, which was a relief to Rastian, but Osha could not stay more than an hour. With a sigh and a heavy heart, he was lead to Sauti and left in the middle of Mez, Osha's home village. It was too short of a visit for Rastian, and now he was left in the middle of a strange place with no one to comfort him. What was he supposed to do now? What did Fakih look like, anyway?! Eventually, after sitting for hours, Rastian decided to leave the village and try to find his father again. However, as he left, Osha caught him, and tugged an older gentleman towards him. He introduced Rastian to his grandfather, the elder gentleman, and quickly ran away. Fakih cried out for his son, his eyes filled with tears, and took off after him. Rastian remembers this moment as if it were yesterday, because the old man fell to his knees and cried as his son vanished from his sight. Why would his dad run away like that? Why...?
Now that he's older, Rastian spends little time with his family in Mez, feeling more than a little detached from everything. He feels closest to Natsu, who reminds him very much of Osha, and tries to get along with the terror known as Ogbonna. However, Sangita, Mycah's wife, brings upon a strange feeling of loss when ever he talks to her, something that scares him. Why would such a funny, strange woman make him want to curl up and cry? Could it be because that she's from the leaf tribe and the woman that abandoned him happened to be part of that same other, undiscovered half? If so, why doesn't he want to start crying every time he meets a member of the Ice Tribe? Maybe somebody actually loved him during his time there...?
(From there, Rastian meets Viveka and discovers that he is Viveka's half-brother. Family drama may ensue, or they may just end up getting along anyway, not sure)

What this means is that -
- Walvia's younger sister, Ita, is the mother of Rastian, making Rastian Yaholo's step-cousin.
- Zevian is Rastian's father, but also the father of Viveka, making them half-brothers.
- Osha adopts Rastian while on the run, making Natsu his adoptive "brother"
- This also means that Natsu and Mycah were born through surrogacy, which I'm going to bring up in plots later. |3

Alright. Here's where it gets tricky. Not only do you already have three characters, but he's a leaf/ice mix which is a little more difficult to quest for, so I'm going to be a little bit picky. (but not mean, so pardon me if I sound a little abrupt but nothing's meant as mean)
First of all: A pack of wandering raptri would never travel as far as Tale unless brought specifically by an owner. The raptri have thick coats and would feel oppressed in the heat of Tale especially, so that would be difficult to pull off. Even if they were Osha's, they wouldn't show up after such a long journey in Tale. For the raptri to work, they would have to appear later in his history, like when he finally returned to Sauti.
Where did Moka and the rest of the family go when Osha went on the run?
Why was Rastian taken with Osha and not Natsu or Mycah?
The rest of his history, while very dramatic, can all be entirely possible and makes sense.
His personality sounds fine, I agree with having him be skeptical, especially with his adopted father.
His appearance: His clothing looks fine in style, but his colors would have to conform better to one of the races on Tendaji. Since his adopted father is wind and that's where he's ended up, it would make sense to have him wear wind clothing, or possibly leaf clothing since he lived there steadily for a while. You're choice really. Or a mix of the places, but the shift colors you have for him now are more reminiscent of ice and he's practically never been to Zena.
And with mixed characters, there are always "dominant" genes, so while the colors might be a little different based on his lineage, purple hair wouldn't fall into something available without dye in Tendaji. With the lineage he had, he could have something more brown with a hint of purple to denote the ice in his lineage, or possibly some warmer form of blue, but that purple you chose seems strange. His crystals will be a bit more vibrant, but the ice crystals are already a purple-blue color, so making them warmer and more purple shouldn't be a problem.
I think that's all I can think of for now. Once you answer I might have more questions.

I can totally change the Raptri thing until later on in his life. Would it be alright if I changed that part from that to where he finds a way to survive in Tale on his own without much help from others?
Moka and the rest of the family lived in Mez, where Natsu and Mycah live now. However, Moka went out with a group of tribesmen one night and never returned, leaving a grown Mycah in charge of his younger brother. :3
Osha had already been on the run when he was approached by Zevian, who was someone he knew fairly well at the time, and couldn't take Rastian back home to Mez without the fear of being caught by whomever he had stolen from. (Thus, he couldn't return for Natsu or Mycah, either) He knew that Rastian would probably grow up the way that Zevian feared he would, always in the shadow of his brother's "pure skin", and agreed to care for him. Basically, Osha couldn't refuse the request out of empathy, sympathy, and pity, and took Rastian despite being on the run.
(If it helps to better understand him, Osha had a rough childhood. His mother was a horribly abusive woman who lied and stole from everyone, which is where he learned to lie and steal so well. He gets his kind, fatherly disposition from his father, Fakih.)
Also, I want to explain the part in the history where Rastian watches Fakih cry as Osha runs away. Osha had escaped from his captors before his sentence was up, to find Rastian. He was over come by the guilt of all of the things he has done and decided that it was best to go back and turn himself in before his family became a target, too. Thus, Fakih is crying because Osha is going to turn himself in, and there is nothing he can do to help his son get out of the mess he has created. -Loves her drama-
So, yes, Osha is in the custody of another tribe at this time, and his location will be given in one of Natsu's journals. :3
Whatever you need to do with the clothes is up to you, however, I do plan on moving him to Zena to be closer to his father and brother. I may make that an alternate outfit. :3
Out of those two choices, I'd prefer his hair to be a warmer form of blue. And, I edited the image to be more red-ish purple, the original image had more blue to it. [This] I'm assured that wouldn't work either, though. |3 Do whatever you think is best, but a purple-ish hue would be loved.
Please don't hesitate to ask me questions! 8D I'll tell you the full plots with Natsu, too, because Osha and Moka are involved, too, if you'd like!

I'm happy to see you're so open to adjustments with your quests. He can definitely have survived without others, though it would be more difficult, the supply of poscuta to catch and eat are plenty and can give him better meals than just grass, though it's in the past, so it's not too important.
I'm glad you've thought through Osha's history and present as well also.
And I think that's it.
I'm super tired, so I'll look over it again tomorrow to see if there's anything I missed. :]

I'm willing to do whatever it takes to make the quest work! |3 Besides, I don't want to cause an issue where there doesn't need to be any. If his hair has to change, it has to change. If Rapti don't like to be out in the middle of Tale, they don't go out into the middle of Tale. XD
I had to give a reason for why Osha's a kleptomaniac. It doesn't make sense to give him something so profound as a trait without an explanation. I'm glad you appreciate my hard work on all of the stories! 8D

- I plan on having multiple colors of the same outfit, because of how he lives. He spends more time in Sauti than Zena, but he doesn't feel like going back to Tale unless he really has to. (He hated the heat, but managed to survive, but it doesn't mean he liked it. |3) Would it be alright if he had the first blue outfit, this new green one, and a orange colored one, for rp use?

The hair is much better now. One thing that I just noticed (which is why I knew I was too tired the first time around) is that he has crystals on his face, and wind and ice do not have crystals on their face generally speaking. Having them up his neck and possibly sitting on his jaw is an option though, so if you're all right with that, I can just shift them down to his lower cheek/jaw or something.
And you can have whatever colors you'd like for alternate outfits. Obviously only one will be on the cert, but it looks fine to me. :]
Besides that, I think he's pretty much done.
