Haven is the largest city in the Lower Elements, and is also where much of the action takes place. It also houses LEP Headquarters.
Areas of Interest:
LEP Academy: Here future LEP officers train, and is widely known as a very demanding school. The known teachers are Raine Vinyáya and a large gnome that pins every student to the wall every day telling them to never go into an unsecured building during a firefight.
LEP HQ: The central station for the Lower Elements Police and Lower Elements Police Council. Situated in Haven City in the Police Plaza, it houses the Operations Room, LEP officer's offices, and meeting rooms.
J. Argon Institute: The J. Argon Institute is a mental facility near Haven City for which only the wealthy can afford to enroll for treatment by its owner, Dr. Jerbal Argon.
Spud's Spud Emporium: Spud's Spud Emporium is a fast-food restaurant in Haven, the Lower Elements. It is somewhat popular, though it doesn't have good food. The milkshakes are lumpy and the meat is not to be trusted. The burgers are usually rubbery and the fries greasy.
Market District: A lowlife zone, full of criminals - outnumbering civilians eight to one. It has over two hundred cameras and a permanent LEP cabin around the corner.
