TM is short for Technical Machine, while HM is short for Hidden Machine
There will be TM, Description, Price, and Rank. The Rank determines what license is required to obtain access to these TM's, while the price determines how much the TM will cost to Unlock it with the License.
All HM's are free for those who can show that they have the License to use them. HM's each have a different license required to unlock and gain the move.
HM's and TM's will have separate posts.

Hidden Machine List HMs are basically survival tools that the government wants as many trainers to have as possible, preventing accidents and such. Some of these will require a Special License to prove that you are Safety Certified to use the move.
For Example, Cut may help you get out of a Forest, while Rock Smash or Strength may help you survive in mountain climbing, as well as Rock Climb
Flash lets people navigate dark caverns safer, while Defog can be used to clear heavy fog in an area to avoid accidents of any kind.
Now certain moves, such as Fly or Surf may be used naturally, however with no training and experience for either the Trainer, or Pokémon it is discouraged
01 Cut Using Claws, Scythes or other sharp limbs or forelimbs, the Pokémon slashes at the opponent or object. This can be used to cut down some trees in the way, as well as clear a path through tall grass or dense forest areas. Due to the little danger it poses to the user and the trainer, it is a D Ranked HM.
02 Fly The user soars, then strikes its target on the second turn. It can also be used as a faster method of travel outside of battle by flying on your Pokémon. For use outside of battle, a few conditions must be met, and with some, if not most Pokémon you will require a saddle to ride safely and properly. A) The Pokémon in question must be large enough to carry the trainer in question Yes: Dragonite No: Pidgey B) The Trainer and Pokémon must have undergone the Flying License Exam and passed with a 90% safety approval rating And finally, C) Have a B Ranked License
03 Surf It swamps the area around the user with a giant wave. It can also be used for crossing water. For use outside of battle, similar conditions to Fly must be met. Also similar to Fly, many Pokémon will require a saddle to ride properly. A) The Pokémon in question must be large enough to carry the trainer in question Yes: Lapras No: Pikachu B) The Trainer and Pokémon have undergone the Surfing License Exam and passed with a 90% safety approval rating C) The Trainer has an A Ranked License.
04 Strength The user shows great strength and is able to lift and move heavy objects, such as boulders, out of the way with ease. Due to this having strong physical requirements, it requires a B Ranked License.
05 Flash The user uses a bright burst of light at first then maintains a steady illumination of the light to allow for easy navigation of dark caves or corridors. Due to the low risk of using this move and low requirements to utilize it, it is a D Ranked License
06 Rock Smash An incredibly strong punch that can shatter rocks and boulders. It is used to clear paths and remove rubble, boulders, rocks and the like out of the way. Due to the slightly higher physical requirements of the move it is a C Ranked License
07 Waterfall A powerful water attack that surrounds the user in water and then charges at them with the force of a water fall. Outside of battle, the user charges at great speeds to climb up a waterfall. Due to the difficulty of this technique, it requires a B Ranked License, as well as the Surfers License to properly use the move safely.
08 Rock Climb The users claws or other limbs or fore-limbs glow white, then grow longer. This then allows them to run quickly at the opponent and hits it with one of the glowing claws, limbs or fore-limbs and slams into the opponent with great force. Outside of battle, it is used to scale large rock faces or cliffs at varying speeds, it requires a great deal of physical strength and concentration thus requiring similar things to Surf and Fly. A) The Pokémon in question must be large enough to carry the Trainer in question. Yes: Torterra No: Zigzagoon B) The trainer and Pokemon have undergone the Riding License Exam and passed with a 90% Safety approval rating C) A C Ranked License
09 Defog The users wings glow light blue as they whip up a strong gust of wind that can blow away fog and even some ground hazards like sharp rocks or spikes. As well the energy unleashed in the gust can also blow away effects such as Light Screen or Reflect. Because the move is a low risk technique it is standard issue for anybody with a D Ranked License

Technical Machine List TM's are attacks, or moves that are government certified, but not standard issue. As such, in addition to the Rank of the TM, there is an additional cost that for Ranks D-B depend on their ranking, but for A Rank it is done on a case by case measure. These Tm's will be broken up into a few posts and sorted by their rank.
All "One Hit Kill" or OHK moves are Forbidden those who use the move will be imprisoned. This also applies to the move Perish Song due to the fact that 3 turns after hearing this song, all those who hear it, trainer or Pokemon alike, will die. Due to this fact it is also a punishable offense.
01 Mega Punch - C Rank A single-target punch that is thrown with muscle packed power. This move has a fairly high strength and is accurate most of the time, but that depends on the situations in which it is used.
02 Razor Wind - B Rank A powerful cone-target move that calls up a storm of blades of wind that allows for critical hits far more easily. This move is often times very accurate, but it depends on the opponent it is used on.
03 Swords Dance - D Rank The Pokémon moves swiftly causing them to glow an aura of energy that increases their physical attack strength. A non-offensive move, and as such it low rank.
04 Whirlwind - D Rank A single-target gust of wind that blows away most light weight wild pokémon. Trainer Pokémon are not effected and are only thrown up into the air. While there is no direct damage, only indirect damage, it varies. Due to the fact that this is a non-offensive move, this is low rank.
05 Mega Kick - B Rank An extremely powerful single-target attack that throws a kick full of muscle-packed power. It is more powerful than Mega Punch, however its accuracy tends to be less accurate than the other move. But that again depends on the opponent and user.
06 Toxic - A Rank An accurate single-target move that causes severe poisoning in the opponent, this move is very high ranking because of how dangerous it has been classified. While its accuracy varies depending on the opponent, this is still an extremely dangerous move.
07 Zap Canon - A Rank An extremely powerful but in-accurate single target attack. This move is has an extremely dangerous move to use by non-professionals and because of that is restricted to to the trainers who can prove their responsibility to handle such a dangerous move.
08 Body Slam - B Rank A powerful move that turns the users body into a full force weapon. This move becomes more dangerous the larger and heavier the user is, however it isn't on the same scale as moves such as Zap Canon due to its general high accuracy and the fact that it is a single target move.
09 Take Down - C Rank A strong single-target attack that hits the opponent with a full force tackle in a reckless charge. However due to this fact, there is some recoil on the impact causing the user to feel a slightly lessened amount of pain as the receiver. This move is fairly accurate, however that varies from opponent to opponent.
10 Double Edge - B Rank A more powerful version of Take Down that comes with a greater amount of recoil damage. This move tends to be more accurate than its lower ranked counter part, and still stands as a single target attack.
11 Bubble Beam - C Rank A moderately powerful single target stream of bubbles that impact the foe having a chance to slow down their movement a little bit. It is fairly accurate and of moderate power, as such it is classified as a C Rank for a standard move.
12 Water Gun - D Rank A low power single target move that shoots at jet of water at the opponent. This move isn't very dangerous at all and most water type pokémon learn it at a young age.
13 Ice Beam - B Rank A powerful single target ice type move that shoots a beam of freezing energy at the opponent with a chance of encasing them in ice. This is a powerful and accurate move, and while dangerous it isn't as uncontrollable as other moves with more power and lower accuracy. As such, it was set to a B Rank for Elite Trainers.
14 Blizzard - A Rank Blizzard is a more powerful, more dangerous, less accurate form of Ice Beam. This cone of effect attack summons a freezing ice storm to surround the opponent in extremely cold temperatures as snow, hail and freezing rain bombard the foes. This move has a higher chance of freezing and is classified as one of the most dangerous moves and thus is restricted to A Rank Trainers who have proven that they can handle the power of this move.
15 Hyper Beam - A Rank This extremely powerful single target move requires a charge up time, but the results are devastatingly powerful. This is a move that most full evolution pokémon can either learn naturally, or be taught and it is a very dangerous move despite that it has a fairly high accuracy. This kind of power is generally restricted to A Rank license holders.
16 Pay Day - D Rank This move used to be done with actual coins, or what were thought to be actual coins, however, the coins scattered by this move are indefinitely fake and are now recognized as fake. This move does little damage is generally done by launching small, coin sized white orbs in a rapid fashion. Each of these individual coins is no larger than the average coin (think about the size of a nickel to a quarter) and they are scattered in a wide area of where the user is facing. It has low accuracy and doesn't cause to much harm, because of that is a low ranking move.
17 Submission - C Rank A semi-powerful fighting type move that varies greatly on the user in what is done and how it is done. Generally, it involves the grabbing of the opponent and slamming them into the ground with full force or dive rushing them into the ground, causing some recoil to be had. It is a powerful move that is single target but can do some nasty damage if it lands, however it is not nearly as threatening as many other moves and due to that it is a C Ranked.
18 Counter - B Rank A powerful move that Counter-Attacks physical attacks inflicted, this inflicts twice as much damage the user received, however it can only work when the user is effected by a Physical Attack before the attack is used. Despite its power, it is a very risk reward move, and it can only counter one attack at a time, as such it is a B Ranked move.
19 Seismic Toss - B Rank This move depends on the strength of the users and its power varies greatly because of this, how it is done also varies greatly as many different fighting types have their own unique and different style in how they do it. In general, it is a toss that throws the opponent up in the air and lets them fall at gravities will back to the ground, or depending on the user, they may catch their opponent mid air and slam them into the ground. Like most fighting type moves, this is a single target technique and despite that it may inflict a great deal of damage, only the strongest of Pokémon are known to inflict that kind of harm.
20 Rage - C Rank Though this move starts off with low power, it can build up to be something that is very dangerous to deal with. Generally,a Pokémon starts to glow an angry red aura as their physical attack increases. "The Red Gyrados" is fabled to be a Gyrados on an endless rampage, due to its red scale colour. 21 Mega Drain - C Rank Despite this moves low power and the fact that it is only a single target attack, this move was pushed up to C Rank by the fact that the user is literally draining the life energies out of their opponent with this attack. While this move varies on the pokémon that uses it, most Grass Types let out a beam of green energy that saps their foes health and uses it to restore part of their own.
22 Solar Beam - A Rank This move is one of the single most powerful grass type attacks out there, and is pretty high up there in over all power. This move requires to user to charge up direct Sunlight for 1 post, and in the following post they fire it off in an incredibly powerful beam of light that can do massive damage. For this reason, it is an A Rank move.
23 Dragon Rage - C Rank An attack with a variety of different effects based on the Pokémon using it, Dragon Range changes appearances greatly depending on who uses it. It has a low power and is only single target, and as such this move is only a C Rank.
24 Thunderbolt - B Rank A powerful and reliable single target Electrical attack that has been the signature move of a certain electric mouse for a very, very long time. This move not only has grand power behind it, but it also comes in with a chance to cause a paralysis in the opponent. However, it is accurate and it doesn't have the power to push itself into the A Ranks, as such it is set as a B Rank.
25 Thunder - A Rank This extremely powerful move has devastating potential behind it. Striking with all the force and power of a bolt of lightning this attack while less accurate than Thunderbolt, far outclasses it in terms of power. While still being a Single Target attack, this move has frightening potential behind it, and with its lower accuracy, this move is moved to the A Rank.
26 Earthquake - A Rank A powerful seismic tremor that causes the ground to tremble and shake beneath it. This move is generally caused by a powerful jump and slam down onto the ground, that sends out shockwaves of white energy along the ground, causing it to rumble and shake, even sending up waves of the ground rising at the enemy to slam into them. Due to the power of this move, and the fact that it hits and effects everything and everybody not in the air during this attack, it was classified as an A Ranked move.
27 Return - A Rank This move varies a fair bit on power, but it has extremely powerful potential. While this move is done in a variety of ways, generally, the Pokémon using it glows with an intense aura based on the bond of friendship and happiness it has with it's trainer. The more powerful the bond, the more powerful the resulting attack, and as such, the more dangerous the move is to use in general. How the move is executed depends on the Pokémon, and the Trainer, for each bond is different, each way of attacking is different. Because of the extremely dangerous potential of this attack, it was moved to A Rank
28 Dig - C Rank Dig, a simple move really, the users burrows underground at a rapid pace, then rises up to strike where their opponent was on the post before they had started to dig. Moderate power and varying accuracy, as well as only being a single target attack, this move was classified as a C Rank.
29 Psychic - A Rank Powerful psychic energy is unleashed that can do a very wide variety of things. From creating a blast shockwave, to knocking down trees or throwing boulders. Because of the wide number of things that this move can do, it has been set to an A Rank.
30 Mimic - A Rank A white energy surrounds the user of this move, then fires off a carbon copy of the last move used right at the opponent. Because of the sheer number of dangerous moves that this could copy, it was set to an A Rank.
31 Teleport - D Rank A non-dangerous move that can teleport the user a fair distance away. This can go so far as 200 feet, but as little as 5.
