Despite Z'fer's fussing Hekate rather liked her Wingleader. He was calm, level headed and had the patience to deal with both silver and rider without pre-judging them. His quiet advice was something Hekate cherished and appreciated more then perhaps the young rider let on. So it seemed reasonable that he would be one of the first people she'd go to to talk of her plans, her dream. Staring at the rough hewn wood door of the other man's weyr she bit her lip straightening her back as she steeled herself reaching out to rap her knuckles against it. Then she waited. . .

Plexith cracked an eye to watch as Hekate approached D'lin's door, stareing at her with intent whirling eyes before rumbling a low greeting and closing his eyes again. The large bronze seemed to have been sleeping but it was a feigned sleep, Plexith was actually quite on edge, a fact which was beginning to wear on D'lin though he tried not to show it. His rumbled greeting however had likely been combined with an alert to D'lin because Hekate's knock had barely finished before the door was pulled open, a clear sign that he had already been on his way when she knocked.

"Hekate." He greeted the silverrider with a welcoming smile. "Come in, what can I do for you?" He asked, stepping aside to make room for her to enter while also glancing out at Plexith and sighing slightly. He rather wished the bronze would just go and spend time with Cepheith instead of lurking about the Weyr with his edgy energy mentally leaking all over him..it was making him want to pace around instead of work. Perhaps Hekate would be the distraction he needed to shove Plexith's vibes away and refocus a bit.Plexith's only response to these thought however was to open his eyes and give him a reproachful look.

'I do not want to smoother her in an attempt to gain her favor.' The bronze huffed.

'Thats fine, but stop agonizing over it so much at the very least.' D'lin responded before turning his attention back to Hekate. "Ignore Plex, he's getting performance anxiety." He stated as Hekate entered, a comment which made the bronze purposefully sneeze dust at them to which D'lin hurriedly shut the door with a bit of a smile.

Hekate gave Plexith a smile and a nod lifting one hand to greet the dragon with a wave as she passed. So it came as little surprise that the moment her knuckles met wood the door opened and she was met with D'lin. "D'lin." She greeted him with a smile and a nod stepping through the door at his ushering. "I will if you don't mind. I wanted to discuss and idea I had with you." She replied her smile turning into a more apt mischievous grin at her Wingleaders comments.

"Well thank the first egg that's one thing I don't have to deal with with Devith. I don't think the world could handle more then one of him running around." She joked feeling a warm rumble of sleepy disdain from her own dragon.

I'll have you know I could catch any Queen or Green I wanted. The fact of the matter is that they simply can't handle the magnitude of my glory. Devith replied in her mind at his riders gentle teasing.

Shaking her head Hekate chuckled. "Sides I've already got one antsy Weyrmate and his bronze to deal with." She joked before taking a short breath and ordering her thoughts.

"I suppose there's no really good way to say this. D'lin I'm going to try and become one of the District Heads. I know I don't particularly have the best reputation in the Weyr, but you know I'm always the first one in the fight and the last one to be dragged out. I feel as though a lot of people aren't taking the defense of the Weyr as seriously as they could and after the eggs~" Hekate spoke her voice cracking slightly when she spoke of the stolen dragons taking a moment to cough and regain her composure.

"I want to build a safe district. One where crafters and riders alike feel they can trade and live and I was wondering if I built this district would you consider living there? You're one of the most level headed men I know and I could always use your advice and counsel. It wouldn't cut into your duty as a Wingleader at all." She explained leveling the man with a hopeful, but determined gaze.

"Indeed, I have envied the freedoms which come from Atypicals more then once." D'lin admitted with a smile. "Just don't tell Mr. Cranky out there."

Offering her a chair once they were inside, D'lin's brow raised slightly as she seemed to get around to the point of her visit. It never took long for her to do so..if one could count on anything from Hekate it was that she was generally upfront about things, however the way she started off worried him just a little bit, there was no good way to say it? Was she coming to tell him she wanted to switch wings? Ah no..well he supposed he shouldn't have been surprised by this announcement and in fact he supposed it was a compliment that she wanted him to move to the district she planned to build. Sitting down he gave her his full attention, musing over the short summary of what she was proposing.

"Well I can't say I'm surprised that you want to do this, and I'm flattered that you've thought to ask me, I don't know if I can give you answer today for sure...but I'm certainly interested in hearing more" D'lin told her when she had finished, although he didn't mention Ceta outright Hekate was a bright girl, he was sure that she would understand his need to speak with her before anything was decided. D'lin wasn't entirely sure what he thought of the idea of the districts, he found himself worried that splitting the Weyr into such groups would fracture it...make it easier for the Handlers to attack and yet there had to be a solution to the overcrowding and if this was the best the leaders could come up with well..what choice did he have but to support it. With the dragons he supposed they were all but a moment away from each other anyways.

"Your basic idea sounds good, everyone wants a secure place to live and a healthy population of crafters would certainly make it desirable, have you looked over the proposed districts? Picked out one you are interested in trying for?" He asked after a few moments more thought. He himself had glanced at the proposed map but given it little thought - his wing took up all the time he had, it wouldn't be fair to split his attention by trying to take on a district as well. Not when lives depended on him in the air, but he was curious to see just how much thought Hekate had given her plan.

"I know you can't exactly drop everything and move right this moment. I'm not asking you too. Just to think it it over." She replied with a warm rather unusually thoughtful smile. She knew D'lin was sweet on a green rider, well pretty much everyone knew though Hekate had never really bothered to pry. After all one of the things she liked about him was he left her and Z'fer's rather interesting relationship out of things and as such she felt it was only polite to do the same for his.

However when D'lin asked about her plans and if she had a district she was interested in Hekate practically lit up. The woman's eyes taking on that same bright clever look she usually got when she was plotting somethings and something BIG. "Actually I've looked them over quite extensively. I know being so young the Weyr might bring into doubt if I can handle a district and I wanted to go into this with all my wherries in a row." She explained digging into her tunic to pull out a small map of the districts pointing out the one she was eyeing.

"There District 10 is the one I'm considering. Land wise it's smaller then the other districts, but I've personally spent a good deal of time scouting that area out and it has a number of key advantages." Hekate replied digging into her tunic once more to pull out a carefully folded hand drawn map of the sector laying it out to show him.

"This district not only has the largest cut of the upper lake and the main river leading into Trine, but it also has the best spot for a harbor on the entire map." She explained pointing out the dark blue shaded area on said map.

"The area I've shaded blue is a natural cove that lacks beaches. It's nice and deep not to mention sheltered from the main lake making it a perfect spot to put a harbor. It's also close to the main district itself and the stream the goes through it will make floating goods by raft or small boat easy lowering that off-load time for trade ships. The yellow shaded area is an open air market place for small shops and trade businesses. The purple area is a spot I've set aside specially for the Dolphineers giving them first access to the water and their bondeds and allowing for them to keep a close eye on the ships and shipping lanes." She explained practically beaming up at him as she pointed everything out.

"Not to mention we have the advantage of controlling one of the main bridges and trade roads into the Weyr. With a little work we can wall off the main district using a gate system to allow people through helping to better secure the area and giving those holders who want to live outside the walls and farm a safe place to fall back if we were to come under attack. The blue shaded districts will be tighter residential areas for crafters to set up their shops and homes. The green shaded areas are where I plan to put the weyrs giving a nice open section for those Dragonriders who would like to live inside the district access to the beaches and close access to the markets to purchase whatever they might want or need." Hekate explained pointing out the blue and green shaded areas of the map.

"The brown lines represent the walls with the red slashes representing the gates. I plan to charge a small toll for docking in the harbor and offer the dolphineers a cut of it to help them prosper and encourage them to live in our district since their aid will be key in alerting us to ships and helping to defend our water front. There will also be a small gate and trade toll which will go for helping to improve the district and protecting it's residents." She finished for the moment glancing up at D'lin.

"I also plan to offer watch whers or watch dragons prime weyrs to live in by the gates and along the walls to help improve security and make the walls defensible by bowmen." Hekate added with a grin. It was rather clear the woman had put a good deal of thought into this whole plan.

It seems that she had indeed put a great deal of thought into this and D'lin had to hide a smile behind a quick sip of the almost cold Klah he'd had sitting on the table as she pulled out the map. He really shouldn't be surprised, for all her seeming tendency towards brash action in the thick of battle she did think things out a great deal more often then people gave her credit for.

"A good choice defensively." He told her with an approving nod. "The water protects from an easy attack and the bridge creates a nice choke point should a battle occur." Her ideas for gates and walls were also intriguing though D'lin recalled the destruction of the revolution quite clearly and doubted they would hold off a full scale attack..still it would buy them some time to Marshall a response and ,time, he had learned the hard way, was a great ally in war.

"Your plans look good, but infrastructure is only as good as the base it is built upon, I'm sure you've not only planned the layout of your proposed district but the atmosphere inside that you wish to create?" He prompted. Sure D'lin was interested in the plans and buildings and layout..but he was more interested in what sort of place she wanted her district to be, what type of homes she wanted to give the people who lived there.

(Sorry for the wait just got my comp back)

Hekate tilted her head eyeing D'lin for a moment quite clearly pleased with his questions. She liked questions. It gave her a chance to provide answers and really she wanted to prove that she was capable of handling things. "I want to provide an air of prosperity and acceptance. I want anyone who chooses to live in my district to have a chance to work and live in peace and feel safe while doing it. I want everyone, not just the dragonriders to feel like they have a say in what happens to them. Right now I'm sure a lot of the refugees feel powerless in the wake of disaster after disaster. I want to give them a chance to make a change for the better." She explained her voice somewhat quiet and for a moment something softer shone in her eyes. . .pity maybe? Or memories?

"Of course It'll be an uphill battle. I'll have to get all this approved by one of the Queenrider. Right now the district heads look to be just glorified egg-sitters for a block watch, but I think if I make a good argument they'll see that we can do a lot more to help out the Weyr." Hekate adds with a grin not seeming too terribly down by how unappealingly difficult the job laid before her was.
