"I know you can't exactly drop everything and move right this moment. I'm not asking you too. Just to think it it over." She replied with a warm rather unusually thoughtful smile. She knew D'lin was sweet on a green rider, well pretty much everyone knew though Hekate had never really bothered to pry. After all one of the things she liked about him was he left her and Z'fer's rather interesting relationship out of things and as such she felt it was only polite to do the same for his.
However when D'lin asked about her plans and if she had a district she was interested in Hekate practically lit up. The woman's eyes taking on that same bright clever look she usually got when she was plotting somethings and something BIG. "Actually I've looked them over quite extensively. I know being so young the Weyr might bring into doubt if I can handle a district and I wanted to go into this with all my wherries in a row." She explained digging into her tunic to pull out a small map of the districts pointing out the one she was eyeing.
"There District 10 is the one I'm considering. Land wise it's smaller then the other districts, but I've personally spent a good deal of time scouting that area out and it has a number of key advantages." Hekate replied digging into her tunic once more to pull out a carefully folded hand drawn map of the sector laying it out to show him.

"This district not only has the largest cut of the upper lake and the main river leading into Trine, but it also has the best spot for a harbor on the entire map." She explained pointing out the dark blue shaded area on said map.
"The area I've shaded blue is a natural cove that lacks beaches. It's nice and deep not to mention sheltered from the main lake making it a perfect spot to put a harbor. It's also close to the main district itself and the stream the goes through it will make floating goods by raft or small boat easy lowering that off-load time for trade ships. The yellow shaded area is an open air market place for small shops and trade businesses. The purple area is a spot I've set aside specially for the Dolphineers giving them first access to the water and their bondeds and allowing for them to keep a close eye on the ships and shipping lanes." She explained practically beaming up at him as she pointed everything out.
"Not to mention we have the advantage of controlling one of the main bridges and trade roads into the Weyr. With a little work we can wall off the main district using a gate system to allow people through helping to better secure the area and giving those holders who want to live outside the walls and farm a safe place to fall back if we were to come under attack. The blue shaded districts will be tighter residential areas for crafters to set up their shops and homes. The green shaded areas are where I plan to put the weyrs giving a nice open section for those Dragonriders who would like to live inside the district access to the beaches and close access to the markets to purchase whatever they might want or need." Hekate explained pointing out the blue and green shaded areas of the map.
"The brown lines represent the walls with the red slashes representing the gates. I plan to charge a small toll for docking in the harbor and offer the dolphineers a cut of it to help them prosper and encourage them to live in our district since their aid will be key in alerting us to ships and helping to defend our water front. There will also be a small gate and trade toll which will go for helping to improve the district and protecting it's residents." She finished for the moment glancing up at D'lin.
"I also plan to offer watch whers or watch dragons prime weyrs to live in by the gates and along the walls to help improve security and make the walls defensible by bowmen." Hekate added with a grin. It was rather clear the woman had put a good deal of thought into this whole plan.
