This is just the concept though, the reality can be up to the artist so long as they stay in the MEN IN BLACK government agent theme (the sunglasses are a must) and make him look like a massive tool >.>

Personality:
Pierretus is a self centered little brat. He thinks highly of himself and places himself far above others. Though he can be a loyal obedient servant to those who he sees as above him (like the Don), he can be cold and condescending and even commanding to those he sees as 'below' him. Which is most everybody. He really (even at such a young age) considers himself to be a part of an elite group. Just what this group is, he doesn't know, but he isn't a loner. He longs for more members of this 'elite' group to interact with. Once he finds such a group, he will stay there, and be very insular and hostile/sharp with outsiders. He has reason to believe himself to be better than everybody. He's clever, highly observant, and very inquisitive about the world around him. He may not be super smart, but he isn't dumb either, and is aware of this. But he is a rude little s**t with an ego the size of the mansion he lives in, who is highly judgmental of everybody and rather unlikable in his pompousness. He loves patterns and predictions. The process behind them fascinates him. The ORDERLYness facinates him. He likes order amid chaos- some of his favorite things are magic eye puzzles: among all the chaos, there is an inherent order. He wants to see that order everywhere. Sometimes, though, he will break his own pattern and befriend someone clearly 'lesser' than him. Them, he will try to 'uplift' them by 'mentoring' them, and can prove to be a dedicated (if aggravating) friend. When he tries to rationalize it with himself, he decides that since he has befriended them they are clearly of a superior breed to the others around him, they just aren't showing it yet... and it is his job as an enlightened person to bring them to their superior potential.
So yes. Pierretus, as a wee babe, has an adult-sized arrogant ego, a love of patterns and order, and a strong sense of loyalty and duty.
LVL 1 Access: (Lock opening and security disabling ability- manual and computer and biometric locks) Pierretus can open a simple manual lock by touching it and concentrating. Effectiveness is as a lockpick tool.
LVL 1 ...But I'd have to kill you: (Telepathic communication, Empathy/Information sharing, and stunning ability. Later levels could arguably be a defensive mind reading ability?) Pierretus can transfer vague information from his mind to another person's mind, and can get vague information in response. At Level 1, this is vague and can only transmit extremely basic and generalized sensations. Emotions come across easier than other things. Skin to skin contact makes this more effective, but he must initate it otherwise it is inactive.
Magnetism: (Essentially wonderland syndrome but initially limited) Pierretus can ignore gravity as in wonderland syndrome, but the surface he is walking on must be of a magnetic metal, and he can only do it for 30 seconds at a time.

Top Secret Clearance: (Information finding and gathering ability, Computer hacking skill) Eventually, Pierretus will be able to hack computers instinctively. Any other computer knowledge- such as what hes actually doing-must be learned.

Bio: Used to belong to a retired Government agent before the Dom (See Sally's backstory) killed the agent and took Pierretus to raise as his own personal bodyguard/assasin/theif.
Being a Toddler, Pierretus himself doesn't have much of a story. He was adopted by a government agent who retired when the little poltergeist took his ID card. Taken by the cute little toddler ghost, the Government agent, John T. Smock, wanted to raise the little booger full time. For the short time he had Pierretus (then called Edward), he was a wonderful father. Unfortunately for him, a journalist started coming around asking questions about a certain Don Emilio Jacopo Marcellino, a major crime boss in the area. John was only too happy to answer questions that would expose such a nefarious person. Unfortunately, the journalist ended up at the bottom of a river, and not too long after some nondescript vehicles stopped in front of his house and shot it up, then invaded it to make sure he was dead for good. They found John, dead, and Pierretus looking at them while holding a bullet-nicked stuffed cat. He had phased through the bullets, thankfully. The don had come personally, as John was an old rival of his, and paid his respects before turning to the boy. He hadn't forgotten that his ex wife had a meta who had foiled his assasination attempt, and he decide to adopt this impassive young boy and raise him as his own. ---
My name is Pierretus and I am three years old. I wondered where kitty went, but then Daddy gave me this diary. Kitty is a stuffed cat. I love kitty. She is my best friend, even if she has funny red stains that won't come out. Kitty isn't a stuffed cat anymore. She is a stuffed cat notebook. I am writing in the notebook. This is the notebook. Kitty isn't afraid of anything, and I am not either. So she gets to be my notebook. I have a pen. Its not a special pen. Just one of the pens that Daddy keeps in his desk. I opened the drawer and took it. I don't think he's happy. I want kitty to say something, but she doesn't talk. If she could talk maybe she could explain her stitches and stains. But she can't talk and daddy wont tell me but daddy knows why. One day I'll know why too. The note book is kitty so I will call it kitty and take her with me everywhere because it is kitty. I will get a collar for kitty because I saw a cat with a collar. Why do all dogs have collars but not all cats? Collars look nice on cats. Sunglasses look nice. I should give kitty sunglasses. Daddy will make sure she has a collar and sunglasses if I ask. He is a better daddy than my old one. Because my old one isn't here. He went away. Daddy can do anything. He is the greatest. He can give Kitty a collar and sunglasses and stitch her up and make her a notebook. The men around daddy aren't men. They have interesting minds. And scary. I cant look in yet, but I want to see. I went through a wall once and saw him talking to a lot of scary and interesting people. He made me leave. I wanted to stay and listen! Then kitty went away and I was sad. But kitty is back now, and shes a notebook and I'm happy. I don't know what to write... ... ... I have a nice room. I don't remember my other room. This one is nicer. It has a computer with lots of stuff. I like to play Age of Empires. It is a fun and complicated game. But I can't see the minds of the people on the screen so I like to stop sometimes and look at people and poke their minds. Sometimes I get frustrated and poke too much and then I can make them do stuff. Daddy tells me to not do it so much. He also wants me to call him 'Papa'. I'm trying. I'm trying to be a good boy.
