Personality/Mannerism:
Riku is a very open-minded individual, always with a ready smile on his lips and a friendly greeting on the tip of his tongue. It's hard to imagine him in any way other than his current friendly, jovial self, unless one has known him in the past, which had been incredibly cruel to him; and even then, just seeing him taking care of others and being helpful, it's difficult to imagine his past self was even real. Though a natural born leader, he is incredibly insecure and has a hard time believing in his own decisions, afraid that he will be unable to protect what counts the most. Calm, collected, and highly perceptive, he is highly aware of how he appears to everyone else, and makes sure that it stays that way. He is respectful to those around him; he didn't like freely speaking about others' pasts as he didn't wish to indulge others about his own, and is a very nice person in general.
Riku is a shrewd person, and isn't someone who would do something without reason. He is known for his unbeatable determination and drive, with a strong desire to be acknowledged, devoted to the village and his friends, making him quite a likeable person.

Riku has a young, handsome face, free of any scars and facial hair, marred only by the three disconnected horizontal stripes of paint across the bridge of his nose and under his eyes, and chartreuse green eyes; a sign of his clan.

The user summons Kowloon, a large, incredibly long dragon; large enough to surround Sunagakure one and a half times. However, Kowloon is incredibly moody at times, and not even Riku, her current handler and the one who understands her best, can always deal with her mood swings. She can often be uncooperative and it is advised to not use her unless you really need to. She is mostly used for defensive purposes, but her offensive power is enormous too.

The transformation technique is considered to be among the more difficult E-ranked techniques, since it requires constant emission of chakra while mentally maintaining the form. It is typically used to change into people other than oneself, but one also has the ability to change into animals, plants, and even inanimate objects like weapons. This gives this technique an abundance of uses. The transformation of a skilled shinobi will be exactly like the genuine article, so it will be impossible to tell the two apart.

A basic technique taught at the Academy. It allows a ninja to free themselves if they have been tied up.
♕ Manipulate Shuriken Technique - Soushuriken no Jutsu - D Rank
With this technique a translucent string, both elastic and highly durable, is attached to a shuriken, making it possible to alter its path after having thrown it. An expert will have the ability to freely glide the shuriken in any direction with just a single movement of their fingertip.
♕ Body Flicker Technique - Shunshin no Jutsu - D Rank
A high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. A puff of smoke is occasionally used to disguise the user's movements. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination.
♕ Shadow Shuriken Technique - Kage Shuriken no Jutsu - D Rank
It's a simple technique where two shuriken are piled one onto another and thrown simultaneously. However, depending on the way it's used, it can prove its absolute efficiency. The trick is to somehow draw the enemy's attention towards the upper shuriken. Then, they have to deal with the path of the lower, unnoticed shuriken. However, if the enemy notices both shuriken, the technique ends up losing all of its efficiency.
♕ Sand Clone Technique - Suna Bunshin no Jutsu - C Rank
This technique is used to create clones in the shape of himself or others using sand as a medium. The clone's form can be changed instantly into sand, and the enemy's body can be trapped. Its many applications with long-range attacks can have it act as a lure and a decoy.

Used to dispel genjutsu before they can take effect.
♕ Shadow Clone Technique - Kage Bunshin no Jutsu - B Rank
Similar to the Clone Technique, this technique creates clones of the user. However, these clones are actual copies, not illusions. The user's chakra is evenly distributed among every clone, giving each clone an equal fraction of the user's overall power. The clones are capable of performing techniques on their own and can even bleed, but will usually disperse after one or two solid blows.

The user swings their blade and a gust of wind is released in the arc that it was swung in. The technique is strong enough to stop projectiles that are thrown at the user.
Fuuinjutsu:
♕ Finger Carving Seal - Shikoku Fūin - C-Rank
The user concentrates chakra into their finger and using the heat from that, can apply writing of whatever they want to a surface. This technique however requires them to be very delicate with their chakra control. This technique causes slight discomfort for a living target and if it is on flesh, it will scar.
♕ Evil Sealing Method - Fūja Hōin - A-Rank
This technique is used to suppress technique-induced marks on a person. Marks of weaker power can be completely suppressed by this technique alone, but for marks of higher power, it will cause the seal's power to become dependent on the recipient's own willpower to some extent, especially if the sealer is not experienced enough to strengthen the seal with his own power. It is also capable of holding back certain kekkei genkai.
♕ Contract Seal - Keiyaku Fūin
When the user implements this fūinjutsu on a summoner, it removes any direct control the summoner has over a summoned creature. Close contact appears to be required for the implementation of the seal. Though the Contract Seal removes the summoner's ability to control its summon, it does not give the user of the fūinjutsu the ability to control the summon in turn, nor does it remove a summoner's ability to continue to summon the creature.

Unlike normal shinobi projectiles that are manipulated using chakra, Cerberus is manipulated using considerably large chains, which can also serve as the conductors of high concentrated chakra in turn. Though thick in appearance, with the assistance of chakra, the chains can cut clean through a blade that has no special properties if the concentration is high enough. The blades of Cerberus can also be removed and used as separate weapons.

Riku is a firm believer in equality, and the freedom for everyone to be able to be whatever they want to be.
Background:
Rikuto was one of the few Koganechi generation who were born inside of their home country, the Marsh Country; at least, one of the few who survived the Koganechi Massacre. He was barely four years old at the time, and but he can still remember the heavy stench of blood and choking smoke as the murderers slaughtered and burned the bodies. He can't remember how he survived, but the next thing he knew, he was being whisked away, out of his hiding place and out of his home, until it was nothing but a speck of orange, and red, and gold, black clouds rising into the sky, and gone.
The next few weeks of his life were a blur; mostly running. Running. Stopping because he was tired. More running. Watching as the landscape turned from marsh to open sea and then dry land once more; vast and sandy and foreign, not at all like home. He remembers the trek through the deserts with a scrap of what remained of his once great family, until they dropped him off at Sunagakure's doorstep and left him; just like everyone else. He was found, half buried in the sand, half dead from exhaustion and trauma, by one of the Jounin, and was immediately taken into Suna and to the hospital. That is where his real childhood began; weaving in and out of the hospital, in Sunagakure. He was adopted by the Jounin that found him, a man named Fukuyama, Akihito, but he stubbornly refused to still keep his surname, despite the dangers that came along with it.
Riku would grow up in Suna, and it was especially harsh on him, seeing as he was born in the milder climate of the marsh and had never been exposed to the desert before. It would take him a few more years until he had finally adapted before he was strong enough to take on the Sunagakure Academy. He was often ridiculed by his classmates because he started a year later than all of them; and even though he was the same age, he knew less than was adequate for a genin-to-be. At this point in his life, if you had ever told him that he was going to become the next Kazekage, he would've gotten angry at you, thinking that he was being made fun of, and just walk away. But Riku never gave up; he had never been taught how to give up, and pushed onwards, despite the bullying and teasing and spiteful comments about how he wasn't truly a Suna shinobi and would never be.
He passed the genin test with flying colors, top of his class despite lagging behind in the first few months. By the time he had graduated from chuunin to jounin, at the age of fifteen, he had gained a lot of respect for being smarter and quicker than anyone of his age. He had long since pulled ahead of his previous classmates, who now looked on him with envy. However, he seemed content to be where he was, and when he was first offered a position in the ANBU, he refused. He was quite happy living as he was, with his adopted father, and for a while things seemed to have settled down for him.
However, not half a year later, Akihito and Riku were sent on a mission in the neighbouring Fire Country, and for the first time in his life, Riku met with someone who was also from the Koganechi clan. But this person had turned rogue, and attacked even though Riku told him they were from the same clan. Because of his hesitance, Akihito was mortally wounded, and the rogue shinobi got away. Riku was unable to save his adoptive father's life in time, and so instead he swore revenge on his traitorous clan member.
Riku became different during those next few years; darker, more sinister, wrong. He was obsessed with getting revenge, not caring what he did or who he hurt in the process. He hunted the murderer down, and eventually did get his revenge, but fulfilling that goal still left him empty and hollow. His old doubts began resurfacing, and the bitter resentment he felt as a child because his own clan had abandoned him came back; for no logical reason at all, he began hunting down the rest of the Koganechi clan members. He would have continued to do so if he hadn't been stopped by his aunt; Koganechi, Kasumi. She had been tracking him down ever since she heard about him hunting down the clan, and was able to talk sense into him, cutting through his hatred into his old self, and she was the one who brought him back.
He then started to train his Kekkei Genkai under his aunt, who took it on herself to teach him the proper way of the clan now that she had cleared his mind of hatred and doubt. He mastered it in two years, not a surprising amount of time with the quick way he picked up on everything in the past. But Kasumi had to leave him after she had finished training him, saying that she had spent too long time away from her own family and village. Bidding him the best of luck, she sent him back to Sunagakure and disappeared.
Riku came back to the village as a new person; or old, depending on the way you looked at it. He was the same person he had been before Akihito's death, and devoted his time to teaching younger students and being a good jounin in general. His actions were noticed, and he was offered an ANBU position again. This time, he didn't refuse. That was the start of his new life and from there, he slowly worked his way up the ladder, regaining his reputation and respect through hard work. He became close to the Kazekage and was named successor when the man decided to step down, deemed worthy enough and strong enough to lead the village.
Riku became the Kazekage at the age of nineteen, and has spent the past year working hard at it to prove that he can still do it and that he won't go back to being who he was in the past, even though there are few people left in the village who remember that part of him.
