If you are interested in applying for any of the missions, you must first know that specific characters can only do specific missions.
Genin - D Rank missions, and the occasional C Rank missions. Genin in a squad of three are able to do B Rank missions with a Jounin.
Chuunin - C Rank missions, and B Rank missions.
Jounin - B Rank missions, and A Rank missions.
2 or more Jounin may qualify for S Rank missions, depending on the type of mission and the skill level of the Jounin applying. If the Jounin is advanced enough to handle an S Rank mission on their own, they will be offered.

Once you have confirmed what character you wish to do whatever mission, simply post in the thread with the mission that you want to do, saying the name of your RPC that is willing to do the mission.
