Chimera Technique is in the banned Jutsu list but everything else seems to be legit and you've created away to escape the stronger Jutsu. If you remove the Chimera Technique then it's pre-approved.

I will admit that the Chimera technique isn't in the banned Jutsu list, I believe I heard something about it being banned... If not I will correct this and allow you to use it.

Also, if I used Shinra Tensei on Toya would he be able to use Maw and Judgement in it?

The Inhaling maw technique has limitations. I wouldn't work on Rasen-Shuriken. If the jutsu is to complex or 'fine' then it would not work. I't would definately not work on almighty push. I'll remove the Chimera technique.
