Lizzie didn't recognize Genesis as Arwen, one of the trainers that helped her out at the pit. That meant no holding back against someone dressed as a Rocket.

Gastly struggled against it, but wasn't able to do much. He used Psywave to try and hit the Lugia.

The psychic attack hit harder than Psywater expect and he was knocked over, momentarily unconscious.
