Just heard someone say a line that most of the nation routinely ignores about the constitution. I wish to cut out everything but the line.

My first thought:  There's most likely much better tools out there (both free and paid for). This tool should have followed your computer when you got it.

Only if you have something older than 7. Windows no longer contains any software able to edit video. I'm using 7, so that must be 7 or older.  From what I hear, 8 is an odd OS for PCs.

If you upgraded to 7 it keeps it, but a new PC with 7 doesn't have it. I don't know any video editors for windows that are good though. 8 seems to be the failure everyone predicted it would be.
