This is the apartment for the Tributes of district 12. It is on the thirteenth floor, or the penthouse of the training center (The first floor is the training gym). The tributes, escort, and mentor of District 12 all stay here before the Games. Avoxes are around 24/7 to attend to the guests' needs. District 12 gets the highest and best floor in the training center, which is ironic, saying as most people consider 12 the worst district to live in.

Avoxes -
An Avox is a person who has been punished for rebelling against the Capitol; in other words, a traitor or a runaway. . They wear red uniforms and stand in the room the tributes are in and wait to serve them. Avoxes have had their tongues cut out, rendering them unable to speak. People do not speak to Avoxes unless giving them an order. They spend their lives serving the Capitol.
