Be aware that being a fleet admiral is a big deal. You don't just go somewhere and deal with rookies. You will have to stay at bases or close to them, and your RP style should be one of the pro'est in this guild. You should form an example for the newly arrived amateurs.

As an admiral you are allowed to go on the sea's, and do whatever you want. But when the fleet admiral asks you to do things, then you'll have to do this. If something bad happens and you get a call from a lower marine, asking you to help, then you should take the responsibility, give orders, and be interested in it.

Crew: (How many people do you have for your command? You can't be a yonko without crewmembers.Need to have at least 2 non-npc people as your crewmates to be considered for the job)

A yonko can have crewmembers under him wich aren't real people. Like the marines lowest soldiers, he can have low pirates to his command. The yonko normally has his own place in the grand line or new world that he has conquered, but you don't have to stay on this.
!!!!You can only become Captain or shibukai by RP'ing. As a captain, you will start as a normal pirate, and work your way up by getting nickame, and bounty. As a shibukai you will have to work your way up to get a bounty, and ask the marines to become a shibukai or the other way around, the marines ask you!!!!!
