Crocodile and Enel. Its hard to choose from the two. Enel is hilarious with his trip to the moon. Plus he was a pretty over powered one, and they were lucky that the one rubber man on Earth went up there. xD
Of those two I would definitely pick Croc. He's much more collect. He managed to almost take over a kingdom without leaving the shadows. To me that's impressive. Enel on the other hand merely had power and opportunity. If he had done that in a less isolated area someone would have taken him down a lot sooner. Probably an admiral. Who would win in a fight though? It'd be close butI'm thinking Enel.
